The Position

The Information Technology Specialist (Senior) performs advanced level technical support and assistance to users of multiple data business systems within assigned department; acts as lead to other Information Technology Specialists and user teams in the implementation and maintenance of various specialized and computerized systems; provides technical and specialized hardware and software support to users; performs a variety of business and administrative functions relative to information technology.

This is the advanced journey level class within the Information Technology Specialist job series. Incumbents in this job class perform the most difficult and responsible duties, including providing advanced technical support to business application system users within an assigned department. Incumbents in this job class provide lead direction and on-the-job training to assigned staff and perform variety of operational and administrative functions. This job class requires strong technical skills as well as considerable knowledge of the assigned department’s operations, services, and programs.  This job class also requires excellent skills in project management and communications.

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help position as vacancies occur throughout the County. 

 The current vacancy exists in the DoIT Health & Social Services Support Unit, supporting the Mental Health and Substance Abuse Services divisions and associated systems. This advanced journey level position will support the Avatar electronic health record system and OrderConnect system, as well as other projects as they arise, including document management, state reporting, and health information exchange.

The Ideal Candidate

The ideal candidate for this position should be an organized, team player who can work in a fast-paced, collaborative team environment, communicating ownership/progress/completion of shared responsibilities effectively as well as multi-tasking efficiently while adapting to ever changing events and priorities.  Additionally, this person should have experience:

  • Managing technology
  • Report writing
  • Interacting effectively with non-technical users on a daily basis
  • Clearly communicating to technical and non-technical level end-users
  • Developing clear plans of action
  • Taking initiative
  • Effectively prioritizing work

POSITION REQUIREMENTS:  

Experience:   Three (3) years of full time work experience involving information system implementation, maintenance,  and management, network systems administration, and technical support.     

Education/Training:  An Associates degree is required, including eighteen (18) units, in Information Technology, Management Information Systems, Networking or a closely related field  

OR   One hundred twenty (120) hours (fifteen days) of designated coursework and/or certification training.

SPECIAL REQUIREMENTS:     Some positions may require successful completion of forty (40) hours of Enterprise Resource Planning System training.     Possession of, or ability to obtain, a valid Class C California Driver's License may be required.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2017 calendar year is $1,430.11 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

 

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

 

Solano County participates in CalPERS retirement and contributes to Social Security.  

The County observes 12 fixed, paid holidays per year.    

                                                                                                                              

Vacation is accrued at approximately 10 days per year for the first 3 years. Sick leave accrues at approximately 12 days per year.   

 

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off [Represented] Sick Leave [Unrepresented] for every full hour worked.

6/16/2017 – Deadline to submit application and required documents.

7/10/2017 – Tentative week for oral board exam for most qualified applicants.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed. Describe your experience in leading and supporting the implementation and/or maintenance of computerized systems, preferably with Avtar and OrderConnect for a behavioral health services agency.
