The Department of Resource Management is a comprehensive agency comprised of the Environmental Health Services, Building and Safety, Planning Services, Public Works, Parks and Administrative Services Divisions. The department provides for the well-being of Solano County's present and future residents and the public at-large through administration and enforcement of Federal, State, and Local laws and policies pertaining to environmental health, building construction, land use planning, transportation and recreation. The Environmental Health Services Division is responsible for protecting public health and the environment by implementing environmental health programs in three broad areas:

  • The Consumer Protection Program which provides assistance for consumer oriented facilities and the health and well-being of County residents
  • The Technical Services Program which includes waste, water and land use
  • The Hazardous Materials Program which protects the environment and public health

The Position

This is the entry level in the Hazardous Materials Specialist series. Under close supervision, incumbents perform inspections and investigations, and provide enforcement and consultation for a broad range of Hazardous Materials/ Hazardous Wastes regulations included in the Certified Unified Program Agency (CUPA) program, and other environmental health programs that do not require registration as a Registered Environmental Health Specialist (REHS) As incumbents gain experience, they are assigned routine inspections and investigations to perform more independently, but are still under review by the supervisor. Incumbents receive training through an education and training program established in conformance with State Regulations so as to qualify for State Underground Storage Tank (UST) Inspector testing and certification.

The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

POSITION REQUIREMENTS

EXPERIENCE:

No experience required.

EDUCATION/TRAINING:

Must meet the educational requirements of Title 27 CCR Section 15260 (a)(3)(A)(ii) which includes a Bachelors degree from an accredited four-year college or university, with major coursework in biology, microbiology, chemistry, chemical engineering, physics, physical science, environmental science, geology or soil science, environmental health, environmental or sanitary engineering, toxicology, industrial hygiene, hazardous materials management, fire science, or fire technology.  See Document Submittal Requirements for more information.

SPECIAL REQUIREMENTS

Must meet the requirements of Section 15260 (d)(3)(B) of Title 27 of the California Code of Regulations, which requires a minimum of 100 hours of training or experience in regulatory enforcement techniques within six months of being hired.

Must obtain required health and safety training as per Title 8, California Code of Regulations, Section 5192, during the probationary period.

Must be a Certified Underground Storage Tank (UST) Inspector or have the ability to become a Certified UST Inspector by passing the International Code Council UST Inspector Certification test and demonstrate knowledge, skills, and abilities required to perform at the level of a Hazardous Materials Specialist- Journey within twenty-four months of being hired.

Possession of or ability to obtain a valid Class C California driver’s license is required

Must pass a physical exam as condition of hire. May be required to establish a baseline and submit to an annual physical for hazardous materials response, including a spirometry test.

May be required to work weekends, holidays, and after hours including stand-by and on-call.

Candidates will need to successfully pass a post-offer drug screening test prior to employment.

SUPPLEMENTAL INFORMATION  

Independent travel is required.

Incumbents may be required to wear protective clothing and breathing apparatus where appropriate.

The class of Hazardous Materials Specialist (Entry) is eligible to be flexibly staffed to Hazardous Materials Specialist (Journey) after 24 months if incumbents are able to demonstrate the necessary knowledge, skills, and abilities required without further examination upon approval and discretion of the Director of Human Resources.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2017 calendar year is $1,430.11 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.  

The County observes 12 fixed, paid holidays per year.    

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

 Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off for every full hour worked.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed. Veterans Preference Points
