The Family Health Services Division of the Health and Social Services Department is currently recruiting for a Policy and Financial Analyst.

The mission of Family Health Services (FHS) is to provide superior, comprehensive, primary medical and dental care in order to improve the health and quality of life of Solano County residents. We have a special commitment to the uninsured, low-income, and medically underserved. As a Federally Qualified Health Center (FQHC), we are a safety net provider. To support our mission, FHS offers four conveniently located clinics in Fairfield, Vacaville, and Vallejo and mobile medical and dental vans in which we provide primary care and dental services. The outpatient primary care clinics see patients five days a week, with some weekend and evening hours offered.

The Position

The Policy and Financial Analyst, plans, prepares, and analyzes budgets for program areas, conducts management analysis and high-level data analysis. The Policy and Financial Analyst provides decision support data essential for program planning and outcome measurements, mentors analysts and other technical staff; performs other duties as required.  

The Policy and Financial Analyst within the Family Health Services Clinics of Health and Social Services is responsible for managing the general accounting operations of the primary care and dental clinics in Solano County which are designated Federally Qualified Health Centers (FQHC).

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County. 

POSITION REQUIREMENTS    

Experience:  Four years of professional level public sector administrative experience involving fiscal, operational and/or policy analysis, which demonstrates possession of and competency in requisite knowledge and abilities.             

And  

Education:  A Bachelor’s degree from an accredited four-year college preferably in Accounting, Finance, Business Administration, Public Administration, Political Science, Economics or a related social science field is required.  A Master’s degree in Public Administration, Business Administration or a closely related field is highly desirable.  

SPECIAL REQUIREMENTS

Applicants are required to possess a valid California Driver’s License, Class C.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2017 calendar year is $1,430.11 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County. 

Solano County participates in CalPERS retirement and contributes to Social Security.    

Vacation is accrued at approximately 15 days per year.

Sick leave accrues at approximately 12 days per year.  

Effective July 1 of each year, 80 hours of administrative leave are granted.

The County observes 12 fixed, paid holidays per year. 

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30, and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

09/26/17 – Tentative date for oral board exam for most qualified applicants.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule.   3. The primary care and dental clinics in Solano County are designated Federally Qualified Health Centers (FQHC).  Please describe your experience working with FQHC (or FQHC look-alike) finances and/or billing practices related to Medicaid.

  • Independent Travel:  Incumbents are required to travel independently, for example, to perform work at other work sites, to attend meetings with other County employees, etc...
