The Position

The DoIT Health & Social Services Support Unit has a current vacancy for Business Systems Analyst.  The Business Systems Analyst is a position that plans, analyzes, develops, tests and implements information technology system solutions to address the business needs of Solano County Departments.  This position will also implement and support the new system for Older & Disabled Adult Services Division as well as work closely with Health & Social Services Department to enhance and manage their intranet and Network of Care sites and site collections. 

The ideal candidate for this position should be an organized, team player who can work in a fast-paced, collaborative team environment, communicate effectively, and adapt to a regularly changing landscape.  Additionally, this person should have experience:      

  • Serving as lead for technology initiatives & projects
  • Interacting effectively with technical and non-technical users on a daily basis
  • Clearly communicating to technical and non-technical level end-users
  • Gathering & documenting business processes and requirements    
  • Researching & analyzing technology solutions      
  • Developing clear plans of action   
  • Developing and administering SharePoint/web sites and site collections        
  • Taking initiative      
  • Effectively prioritizing work

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2016 calendar year is $1,455.62 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

 

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

 

Solano County participates in CalPERS retirement and contributes to Social Security. 

 

The County observes 12 fixed, paid holidays per year.    

 

Vacation is accrued at approximately 10 days per year for the first 3 years.

 

Sick leave accrues at approximately 12 days per year.

 

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Education and Experience

Experience
Three (3) years of full-time experience in business systems analysis, business process re-engineering, workflow analysis, data modeling, or system implementation/upgrade activities, or a combination of the above functions.
 
Education
A Bachelor’s degree in Computer Science, Management Information Systems, Business Administration, Accounting, or in a closely related field is required.

Special Requirements

Possession of a valid California Driver’s License, Class C

Supplemental Information

Independent travel may be required.
 
Incumbents are required to work outside normal business hours.

Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.  Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons.
