APPOINTMENT TYPE: Reassignment or Permanent Transfer.  In order to be considered for appointment to this position, you must have current permanent status as a 1654 Accountant III with the City and County of San Francisco and be seeking either a Transfer or a Reassignment.  If you do not meet this criterion, please do not apply for this position.



Under general supervision, the Accountant III performs complex and difficult computerized accounting and financial record keeping in the Process and Control Unit.  This position plans, delegates, directs and assigns accounting work to subordinate staff engaged in processing financial transactions and account analyses.



  • Performs complex accounting and financial transaction processing into the City’s financial system accurately and timely and ensure compliance with City and departmental policies, requirements and procedures.
  • Conducts accounts review and analysis related to budget, purchasing, payments and payroll.
  • Assists with fiscal year-end closing and different audits. This includes, but is not limited to, post of year-end accounting entries, review of financial records, respond to auditor requests for information and records, and develop and implement corrective actions to address audit issues.
  • Delegates, plans, directs and assigns accounting work to subordinate staff.  May train, coach, monitor and evaluate staff performance.
  • Reviews and approves accounting transactions performed by subordinate staff in conformance with established procedures and controls.
  • Monitors on a regular basis disbursement and encumbrance accounts, processes and transactions to ensure accuracy, timeliness and controls.
  • Interprets and explains existing City and departmental accounting and fiscal policies and procedures to various divisions/units within the organization.
  • Analyzes, participates, recommends improvements, develops, and implements fiscal policies, procedures and internal controls and re-align business practices with technology.
  • Assists in the implementation of new operating policies and procedures.
  • Performs the job duties for special projects and other related duties as assigned.


Current Permanent Civil Service (PCS) incumbent in Class 1654 Accountant III with the City and County of San Francisco.



  • Knowledge of: General Accepted Accounting Principles and practices; personal computers; municipal rules, regulations and laws governing fiscal and accounting functions.
  • Ability to: supervise subordinate staff; learn governmental accounting; analyze complex accounting and financial data, and draw logical and sound conclusions; independently carry out complex accounting and auditing work; assist with developing, installing and maintaining new and revised accounting systems and procedures; utilize oral and written communication.
  • Skill in: applying accounting principles and techniques to practical accounting, auditing and financial problems; using a personal computer, and financial systems; and utilizing interpersonal skills.

Disaster Service Workers

Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.



All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, typically 7.5% of compensation.
