The eligible list resulting from this recruitment may be used to fill permanent and Extra Help/temporary Personnel Analyst positions in the Human Resources Department in either of the two major divisions (Human Resource Services or Strategic Support).
Positions in the Human Resource Services Division are responsible for providing professional, management level support to assigned County departments in the areas of recruitment and selection, exam development and administration, classification and compensation, performance management, and organizational development.
Positions in the Strategic Support Division are responsible for benefits administration, HR/benefits transactions, leave administration, workers' compensation administration, retirement, wellness, information technology, and human resource information systems (HRIS) support.
To perform a variety of professional level human resources duties in the areas of civil service, administration, employee relations, classification, compensation, recruitment and selection, equal employment, human resource strategies, and benefits administration; to assist in the maintenance of the County human resources programs; and to participate as a positive and effective team member.
This is the entry-level class in the Personnel Analyst series. This class is distinguished from the journey by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. While this class is typically used as a training class relative to the County Civil Service System, employees are required to have some professional or para-professional personnel related work experience. Employees work under general supervision while learning job tasks.
Receives general supervision from the Human Resources Director or his/her designee and may receive technical and functional supervision from higher level professional staff.
Exercises direct supervision over technical and clerical staff.

Experience: One year of professional level analytical experience performing personnel, general administration, or organizational analysis work OR two years of paraprofessional level experience working as an Administrative Technician in Placer County Human Resources or a Personnel Technician or other related classification preferably in a public agency personnel department.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, personnel administration, behavioral science or a related field.
NOTE: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.
NOTE: Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.
License or Certificate: May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Written Examination (100%) - The written examination is scheduled for Tuesday, October 3rd, 2017.
The written examination may include multiple choice, true/false, fill-in, matching, and/or essay type questions directly related to the required knowledge and abilities for this classification.

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.
The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.
