Placer County is recruiting for the classification Client Services Counselor I. This is a Bachelor's Degree entry level position in Department of Health and Human Services. The Client Services Counselor performs a broad spectrum of duties including, but not limited to, providing direct services/case management support to clients facing difficult situations, emotional stresses, or significant changes in their lives as well as addressing emotional, behavioral, substance use, and/or mental health disorders in individuals and families. Not only do Client Services Counselors assist individuals to cope with the situation at hand, they advocate for them and assist them in seeking out valuable resources and other means of support.
Duties and responsibilities of this position are similar to Degree level positions in the Health and Human Services field such as Behavioral Specialist, Family Support Counselor, Court Investigator, Residential Counselor, Child Protective Services Intake Specialist, and Children's Shelter Worker.

Please note that the current vacancy is for permanent Client Services Counselor I in the Children's System of Care Division of the Department of Health and Human Services. The primary assignment will be supporting Child Welfare Services and the Wraparound Program in the Carnelian Bay/North Lake Tahoe area of Placer County. This list may also be used to fill future Temporary/Extra Help and/or Permanent vacancies in Adult System of Care and Children’s System of Care.
Temporary/Extra Help assignments are limited to 999 hours. CalPERS retired annuitants are subject to the terms and conditions set forth by pension law. Temporary/Extra Help appointments made from this eligible list may be eligible for transition to permanent status.
The eligible list resulting from this recruitment will be used to fill open and/or promotional vacancies assigned to the Tahoe area.
Temporary/Extra Help assignments are limited to 999 hours (or 960 hours for CalPERS retired annuitants) in a fiscal year and are not eligible for benefits.
5% Bilingual Differential for employees who use a second language in the normal course and scope of work (subject to employee passing the Spanish Language Skills Examination).
To perform a variety of professional case management and direct client services duties; to coordinate and act as liaison with other departmental and community services/resources; and to function as an integral and supportive member of assigned departmental and multi-disciplinary team(s).
This is the entry level class in the Client Services Counselor series. This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under general supervision while learning job tasks.
Receives general supervision from a supervisory/management position and may receive technical and functional supervision from a senior level professional.

Experience: Two years of experience performing client services and support functions in a public health/social services environment is desirable.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in sociology, psychology, counseling, behavioral sciences or a related field.

Possession of a license issued by the State of California as a Psychiatric Technician.
License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met. Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.
All new permanent employees, with the exception of sworn law enforcement and those in management and confidential groups, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.
The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
