Placer County is currently recruiting for one permanent full time Supervising Building Crafts Mechanic.  The Supervising Building Crafts Mechanic functions as a key part of a team that ensures the County's facilities are well maintained and provide a safe physical environment for both employees and its customers. POSITION INFORMATION

With an office in Auburn, California, the  Supervising Building Crafts Mechanic is responsible for both private and public buildings in Placer County. The ideal candidate will have excellent leadership and project management skills supplemented with experience in building crafts such as general construction, HVAC, fire suppression systems, plumbing, electrical, and knowledge of automated computer maintenance systems. 

DEFINITION

To plan, organize, direct and supervise an assigned building maintenance work unit within the Building Maintenance Division of the Facility Services Department; to coordinate work unit activities with other work units, sections, divisions, departments, and outside contractors; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

The Supervisor level recognizes positions that perform full first-line supervision including planning, assigning, monitoring and evaluating the work of subordinates and are responsible for ensuring the success and effectiveness of an assigned work unit within the Building Maintenance Division.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from a Senior Supervising Building Crafts Mechanic and/or management staff.
 
Exercises direct supervision over assigned building maintenance and custodial staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Direct, supervise, and participate in the performance of a variety of building crafts and maintenance functions within an assigned work unit, such as custodial, electrical, painting, cabinet/furniture making, metal fabrication, plumbing, air conditioning/refrigeration, heating, floor, roofing, fire sprinkler systems, environmental systems and controls, and other related building automation systems.
  • Implement Division goals, objectives, policies and procedures; develop and implement policies and procedures of an assigned work unit; and establish schedules and methods for the performance of building maintenance, repair, and upkeep activities.
  • Plan, prioritize, assign, supervise and review the work of staff involved in assigned building crafts and maintenance functions and activities.
  • Evaluate operations and activities of assigned work unit; coordinate and monitor the work flow of an assigned work unit; recommend and implement improvements and modifications of assigned work unit.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for supplies, materials, and equipment; monitor and control expenditures for assigned work unit.
  • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed to maintain the efficient and professional operation of an assigned work unit.
  • Review the work of contractors, ensuring work is completed according to contract specifications; report deviations and issues to assigned supervisor; administer the more routine contracts.
  • Assist with the development and monitoring of project tasks, costs, and timelines.
  • Utilize an automated maintenance management system; schedule and assign work orders.
  • Maintain a preventative maintenance program for assigned work unit; create preventative maintenance work orders.
  • Track and prepare records of work performed; generate and review reports from an automated maintenance management system for assigned work unit.
  • As directed may represent the Division to outside agencies, organizations and contractors; provide technical assistance as necessary.
  • Answer questions and provide information to the public, other County departments, and outside contractors; investigate complaints and recommend corrective action as necessary to resolve.
  • Build and maintain positive working relationships with co-workers, other County employees, outside contractors, and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Two years of increasingly responsible work experience performing duties similar to a Senior Building Crafts Mechanic with Placer County.

Training: Equivalent to the completion of the twelfth grade supplemented by course work in building trades, general construction management, project management, supervisionor a related field.

License or Certificate

  • Possession of appropriate required certification relative to specific area of building crafts assignment.
  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of building and mechanical trades and facilities maintenance.
  • Equipment, tools and materials used in building trades, including those used in specific area of assignment, if applicable.
  • Principles of supervision, training and performance evaluations.
  • Principles of budget monitoring.
  • Principles and practices of work safety.
  • Pertinent local, State and Federal laws, ordinances and rules.
  • Principles and practices of workflow coordination and assignment.
  • Principles of program budget monitoring.
  • Principles and practices of project monitoring and inspection.
  • Automated systems used for the scheduling of maintenance activities and projects.
  • Modern office procedures and computer equipment.

Ability to:

  • Organize, implement and direct assigned building crafts and maintenance operations/ activities.
  • On a continuous basis, know and understand building crafts operations, and observe safety rules.  Intermittently analyze problem equipment, identify safety hazards; locate equipment and tools; interpret work orders; remember equipment and tool location.
  • Intermittently, sit while completing work papers and reports; walk, stand, bend, squat, climb, kneel, twist, and reach while operating equipment and performing various building crafts activities; perform simple and power grasping, pushing, pulling, and fine manipulation; hear and see with sufficient acuity to identify building maintenance issues and provide service and repair; distinguish colors used in paints, wiring, lights, and identification labels; regularly lift very heavy weight.
  • Perform heavy manual labor and operate a variety of hand and power tools and equipment used in building crafts activities.
  • Be subject to emergency call-out and unusual and prolonged work schedule in emergency situations.
  • Perform the most complex work of the work unit. 
  • Interpret and explain pertinent County and Department policies and procedures.
  • Assist in monitoring an assigned program budget.
  • Research and resolve issues related to workflow, contract compliance, and the overall effectiveness of the assigned work unit.
  • Develop and recommend policies and procedures related to assigned operations.
  • Communicate and work effectively with County departments and outside contractors.
  • Accurately develop project budgets and timelines.
  • Effectively monitor and inspect the work of outside contracts and identify and report deviations in scope of work.
  • Effectively coordinate assigned projects.
  • Supervise, train, and evaluate assigned staff.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met.  Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.

MODIFIED AGENCY SHOP

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
