Introduction

Placer County is now recruiting for the position of Building Maintenance Superintendent. This is a full-time management position responsible for the planning, organizing, directing and managing the activities of the Building Maintenance Division, ensuring that the County's 1.3 million square feet of private and public buildings are well maintained and provide a safe physical environment for both employees and its customers. DEFINITION

To plan, organize, direct and manage the activities of the Building Maintenance Division within the Facility Services Department including technical and general maintenance, renovation, and custodial responsibilities; to coordinate building maintenance activities with other divisions, departments, and outside contractors; and to provide highly complex assistance to the Director of Facility Services or management designee.

DISTINGUISHING CHARACTERISTICS

The Superintendent level recognizes positions that provide full line and functional management responsibility for a division or program area within a department.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Director of Facility Services or management designee.
 
Exercises direct supervision over supervisory, building maintenance, custodial, and administrative support personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following: 

  • Develop and implement Division goals, objectives, policies and procedures; review and approve policies and procedures of individual work sections.  
  • Direct, oversee and participate in the development of the building maintenance work plan; assign work activities, projects and programs; monitor work flow of the Building Maintenance Division; review and evaluate work products, methods and procedures.
  • Plan, organize, and direct Building Maintenance Division activities including the maintenance, repair, and upkeep of County facilities and administration of associated contracts.  
  • Prepare the Building Maintenance Division budget; including facilities master planning, costs analysis, and fund forecasting; assist in budget implementation; participate in the forecast of funds needed for staffing, equipment, materials and supplies; administer the approved budget.  
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
  • Procure, negotiate, develop, and administer a wide variety of contacts.
  • Oversee the management of the more complex projects; ensure that all projects are properly and effectively managed and executed; research and resolve the more difficult and sensitive issues with internal and external customers and outside contractors.
  • Direct and manage a comprehensive preventative maintenance program.
  • Investigate complaints and recommend and ensure implementation of corrective action for resolution.
  • Direct the use of a comprehensive automated maintenance management system.
  • Build and maintain positive working relationships with co-workers, other County employees, outside contractors, and the public using principles of good customer service.  
  • Represent the Division to outside agencies and organizations and contractors; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research, prepare, and present technical and administrative reports; prepare written correspondence.  
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the applicant's responsibility to identify in their application materials how they meet the Minimum Qualifications listed below.

Experience: Five years of progressively responsible experience in building trades, construction management, or facilities management, including at least three years of relevant supervisory/management responsibility.

Training: Equivalent to an Bachelor's degree from an accredited college or university with major course work in public administration, business administration, construction technology, architecture, engineering, facilities maintenance or a related field. Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Personnel Department.  Please note that relevant experience in addition to the experience requirement described above may be substituted for the training requirements for this classification.

License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Equipment, tools and materials used in building and mechanical trades and facilities maintenance.

  • Principles and practices of policy development.
  • Principles and practices of organizational analysis and management.
  • Principles and practices of budget development, implementation, monitoring, fund forecasting, and cost analysis.
  • Principles and practices of public contract development and administration, including contract law, negotiation, and public contracting procedures.
  • Advanced principles and practices of project management.
  • Automated systems used for the scheduling, coordination, and monitoring of maintenance activities and projects.
  • Principles and practices of supervision, training and personnel management.
  • Principles and practices of work safety.
  • Modern office procedures, methods, and computer equipment.

Ability to:

  • Organize and direct Building Maintenance Division operations.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve Department related issues; remember various rules; and explain and interpret policy.
  • On a continuous basis, sit at a desk and in meetings for long periods of time.  Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and to communicate through written means; regularly lift heavy weight.
  • Perform the most complex work of the Division.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Gain cooperation through discussion and persuasion.
  • Interpret and apply County and Department policies, procedures, rules and regulations.
  • Prepare and administer a budget.
  • Effectively negotiate and administer service contracts, ensuring the best interest of the County.
  • Effectively manage the most complex projects.
  • Effectively communicate, work with, and resolve the more difficult performance issues with contractors.
  • Supervise, train and evaluate personnel.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

SELECTION PROCEDURE

This recruitment will be used to fill both open and promotional vacancies in various County departments as they arise, subject to specific position requirements.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.

MODIFIED AGENCY SHOP

Selection Plan

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met.  Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.
