POSITION INFORMATION

This mPower Program Specialist I position is in the Placer County Office of the Treasurer & Tax Collector located in Auburn, California.  This position will be working in the mPOWER (Money for Property Owners Water and Energy Retrofitting) financing program.   mPOWER is a PACE (Property Assessed Clean Energy) program providing financing to promote more efficient use of water and energy, enabling property owners to reduce energy costs and strengthen our local economy.  mPOWER provides fixed-rate, no money down financing to residential, commercial, industrial, agricultural and multifamily property owners who want to install energy and water efficiency upgrades and repay the cost over time on their property tax bill.  

The current opportunities are for Temporary/Extra Help employment.  Temporary/Extra Help assignments are limited to 999 hours and are not eligible for benefits.

Appointments made from this list may be eligible for transition to permanent status, should vacancies arise.

DEFINITION

To perform a variety of technical and specialized duties in support of the county’s Money for Property Owners Water and Energy Retrofitting (mPOWER) Program; to coordinate, monitor, and administer assigned portfolio of residential and/or commercial applicants and customers throughout the mPOWER financing and implementation process; to provide information and positive customer service to property owners, contractors, business owners, and the general public regarding energy efficiency, water conservation, and renewable energy generation improvements.

SUPERVISION RECEIVED AND EXERCISED

Receives direct to general supervision from the mPOWER Program Manager or his/her designee and may receive technical and functional supervision from a Senior mPOWER Program Specialist position.              

MINIMUM QUALIFICATIONS

It is the applicant's responsibility to identify in their application materials how they meet the Minimum Qualifications listed below.

Experience:   At least two (2) years of progressively responsible work experience required preferably in the construction or energy field, water conservation, and/or renewable energy technology.  

Training:  Equivalent to an associate’s degree from an accredited college with major coursework in construction management, project management, renewable energy, environmental sustainability, or a closely related field.

 License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

 Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Personnel Department.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
Standard English usage, spelling, grammar, and punctuation.  

Basic office procedures and methods.    

Standard mathematical calculations and basic statistical reporting.  

Basic computer hardware and software utilized in business.  

Basic communications skills.  

Ability to:
Learn and understand designated specialized computer software programs and applications.  

Learn, understand, and implement the regulations and guidelines of the county’s mPOWER Program.  

Learn, understand, and interpret designated laws, regulations, codes, and standards related to the county’s mPOWER Program.  

On a continuous basis, know and understand operations and observe safety rules. Intermittently identify and problem-solve routine procedural matters.  

Organize duties and determine priorities in order to meet assigned deadlines.  

Work with various cultural and ethnic groups in a tactful and effective manner.  

Obtain information through the interview process; work effectively with interruption; and deal equitably and courteously with the public.  

 Identify issues objectively and determine proper course of action within prescribed policies and procedures.  

Use a computer, calculator, typewriter, telephone, facsimile machine, postage meter and photocopy machine effectively.  

Communicate clearly and concisely, both orally and in writing.  

Meet the physical requirements necessary to perform required duties in a safe and effective manner for self and others.  

Establish and maintain effective working relationships with those contacted in the performance of required duties.  

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met.  Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.

MODIFIED AGENCY SHOP

All new permanent employees, with the exception of sworn law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

SUBSTITUTE LISTS

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you are contacted for an interview by a County department, you will be informed of the classification and other relevant information. If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.

EMPLOYEES OF OTHER PUBLIC AGENCIES

Placer County now offers an expedited process for qualifying certain applicants for interviews.
