Introduction

The eligible list created from this recruitment will serve as a Maintenance Worker level identifying special skills and abilities for referrals to the requesting department.

Limited Recruitment:  This recruitment will remain open until either the first 400 applications have been submitted or until the filing deadline, whichever occurs first.

This recruitment will be used to fill both open and promotional vacancies in various County departments as they arise, subject to specific position requirements.

This is an entry level Maintenance Worker position which may transition to a journey-level position listed below.

DEFINITION

To perform various entry level maintenance duties specific to the individual job classes below.

Building Crafts Mechanic (#11411)
To learn and perform a designated skilled craft(s) such as electrical, painting, cabinet/furniture making, metal fabrication, plumbing, air conditioning/ refrigeration, heating, fire alarm/sprinkler systems, or environmental systems and controls; to perform installations, maintenance, and regular and emergency repairs to buildings, structures, and equipment in a designated craft(s)/trade(s); and to function as a cooperative and productive team member.

Equipment Operator (#11502)
To operate light and moderately heavy road maintenance and construction equipment in the repair, maintenance and construction of County roads.

Parks and Grounds Worker (#11462)
To perform grounds, gardening and landscaping duties in the maintenance of County parks, median areas, and lawn and garden areas around County buildings; to perform maintenance and repair of tools and equipment; and to perform routine maintenance and general construction related to parks facilities.

Traffic Sign Maintenance Worker (#11510)
To perform skilled work in installing and maintaining traffic signs, pavement markings and other non-electrical traffic signs.

Utility Service Worker (#11307)
To install, maintain, repair and replace wastewater collection and water distribution systems; to maintain wastewater and water treatment and related facilities.

DISTINGUISHING CHARACTERISTICS

Maintenance Worker

This is the entry level class in the Maintenance Worker series. This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgement on matters allocated to the journey level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

SUPERVISION RECEIVED AND EXERCISED

Building Crafts Mechanic
Receives immediate supervision from a Supervising Building Crafts Mechanic and may receive technical and functional supervision from a Senior/Building Crafts Mechanic and/or management and supervisory staff.

Equipment Operator
Receives immediate supervision from the Road District Supervisor and may receive technical and functional supervision from other maintenance or technical personnel

Parks and Grounds Worker
Receives immediate supervision from a Supervising Parks and Grounds Worker and may receive technical and functional supervision from management and supervisory staff. 

Traffic Sign Maintenance Worker
Receives immediate supervision from the Traffic Sign Supervisor and may receive technical and functional supervision from other maintenance or technical personnel.

Utility Service Worker
Receives immediate supervision from a Supervising Utility Service Worker and may receive technical and functional supervision from other maintenance or technical personnel. 

EXAMPLES OF ESSENTIAL DUTIES

Building Crafts Mechanic

  • Learn to/and perform carpentry work in the construction, alteration, repair and maintenance of buildings, floors, roofs, stairways, partitions, doors, windows, screens, wood fixtures and furniture; may construct forms, mix and pour cement, and perform other masonry tasks.
  • Clean and prepare surfaces to be painted; learn to/and paint exterior and interior walls, ceilings and cabinet work, using brush or spray gun; varnish, stain or shellac furniture, doors, cabinets, moldings and floors; may mix paints to obtain desired colors.
  • Learn to/and install and make repairs to or replace electrical systems including building wiring, switches, outlets, fixtures, and plugs and make other electrical repairs; learn to/and install, maintain, and repair various lighting systems; learn to/and install, maintain, and repair various alarm mechanisms and systems, including fire detection and security systems; and maintain and repair small engines and generators.
  • Learn to/and repair stoves, refrigerators, sanitation and waste removal systems, heating and air conditioning systems, evaporative coolers, including cutting, fitting and installing gas and water pipes; learn to/and perform metal fabrication and welding, both arc and acetylene. May oil, adjust, clean and make minor repairs to equipment used by custodial staff such as vacuum cleaners and buffers.
  • Learn to/and install, repair, maintain, or replace various locks and locking systems, including mechanical, electric, or electronic; learn to/and key and re-key locks; learn to/and lay out, manufacture, and install various building signs.
  • Learn to/and repair and adjust plumbing equipment and apparatus, such as replacing broken pipes, cleaning plugged drains, replacing washers and gaskets, replacing faucets and valves, cleaning grease traps, and flushing sewer lines; learn to/and install, maintain, and repair various piping and sprinklers used in fire suppression systems.
  • Learn to identify various types of materials and equipment used in building automation systems and take appropriate steps to ensure safety and continued operation of systems.
  • Learn to operate and perform minor maintenance to building automation systems, including but not limited to, building access control systems, climate control systems, and intrusion control systems.
  • Learn to understand and recognize technical issues, malfunctions and set up of building automation and control systems and take appropriate action, including notifying appropriate staff or supervisor.
  • Keep records as required.
  • As a Maintenance Worker, perform a variety of unskilled and semi-skilled building crafts tasks in a training capacity.
  • Perform a variety of heavy manual labor.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

Equipment Operator

  • Operate light and moderately heavy equipment such as dump and water trucks, pavers, rollers, rotary mowers, snow plows and sanders, skip loaders and back hoes, in tasks of excavation, digging, plowing, mowing, hauling and loading; assist in equipment maintenance by performing minor repairs and service tasks as needed. Under close supervision may operate heavy equipment for relief or training purposes.
  • Manually assist in resurfacing, oiling and patching; clean ditches and culverts, lay drainage pipe, build fences and repair storm drains; load and unload materials and supplies; perform traffic control including set up and removal of signs and cones and flagging.
  • As Maintenance Worker, perform a variety of unskilled and semi-skilled tasks in program areas such as equipment operation, traffic control, maintenance, tree trimming and bridge construction.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

Parks and Grounds Worker

  • Plant, cultivate and irrigate lawns and flower beds; prepare soil for transplanting; mow and edge lawns; prune and trim trees, hedges, and shrubs; weed assigned areas, apply fertilizer, and mix and apply pesticides and herbicides; and install, maintain, and repair irrigation systems and components.
  • Clear and rake grounds, playgrounds and playing fields; clean walks, parking lots, and storm drains; dispose of trimmings and other debris; dig trenches and post holes either manually or with mechanical assistance; clean and maintain trails; and maintain native vegetation.
  • Inspect, service, repair and otherwise maintain various types of grounds equipment, including mowers, rototiller, edgers, hedge trimmers and other power driven and mechanical equipment.
  • Perform routine carpentry, plumbing, and electrical work including repairing faucets, sinks, and toilets, framing, rough carpentry and painting, pouring concrete, and lighting and wiring in parks facilities.
  • Perform daily sanitation duties and maintenance of parks rest rooms, campsites and picnic areas; perform minor playground equipment repair; accept and receipt parks fees and maintain appropriate records.
  • May remove snow and ice on a seasonal basis.
  • As a Maintenance Worker perform a variety of unskilled and semi-skilled tasks in Parks and Grounds.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

Traffic Sign Maintenance Worker

  • Locate, assemble, install and repair various traffic signs such as traffic signs, reflective sign posts, traffic legends, raised pavement markers, guard rails and traffic dividers.
  • Paint intersection markings, crosswalks, other traffic markings or control devices either manually or by machine; apply paints, reflective materials and coatings to various traffic signs; remove old striping, legends and markers either manually or by machine.
  • Set up and load paint truck with paints, sand, other materials and equipment and drive truck to field work site; place warning signs and lay out traffic cones; inspect tools and equipment and perform minor repairs.
  • Under close supervision may manufacture traffic signs and operate pavement striping equipment.
  • As Maintenance Worker, perform a variety of unskilled and semi-skilled tasks in areas such as equipment operation, traffic control maintenance, tree trimming and bridge construction.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

Utility Service Worker

  • Locate, inspect and repair manholes; locate, test for and repair leaks in sewer and water lines; inspect sewer and water lines manually or by television, as appropriate; and inspect and repair manholes; and operate high pressure sewer line cleaning equipment to free plugged mains.
  • Dig ditches and make excavations; backfill trenches and excavations; cut, thread, assemble and lay pipe; tap main lines and make new service connections.
  • Clean sludge drying beds and haul sludge; clear and maintain drainage ditches; and perform maintenance on sewer ponds and at landfill site.
  • Inspect, maintain, rebuild and repair pumps and electric motors, controls and alarms. Operate light and moderately heavy equipment such as dump trucks, boom trucks and backhoes; transport equipment and supplies to work sites; and load and unload equipment and supplies.
  • Perform various building trades skills such as carpentry, plumbing, electrical, mechanical, masonry and welding in support of Utility Services functions.
  • Perform traffic control including setting up and removal of signs and cones and flagging.
  • Read and repair water meters; patch road pavement; may operate and repair snow removal equipment.
  • Keep appropriate records. As Maintenance Worker perform variety of unskilled and semi-skilled tasks in support of Utility Services program areas.
  • When assigned to a wastewater treatment plant, maintain and repair mechanical, electrical and electronic systems; install and repair piping and valves; interpret manuals, schematics, plant diagrams and drawings.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: No experience is required.

Training: Equivalent to the completion of the twelfth grade.

License or Certificate:
May need to possess a valid driver’s license as required by the position and in accordance with the California Vehicle Code. Proof of adequate vehicle insurance and medical clearance may also be required.

Building Crafts Mechanic

  • On a continuous basis, know and understand operations and observe safety rules. Intermittently analyze problem equipment and systems; identify and locate equipment and tools; interpret work orders; remember equipment and tool location; remember street/road names and general geographic areas.
  • Intermittently, sit while driving or completing forms or reports; stand, bend, squat, climb, kneel, twist and reach when inspecting or repairing, digging or clearing and using various tools and equipment; perform simple and power grasping, pushing, pulling and fine manipulation; distinguish colors used in coding electrical wires; hear pump and motor operation and alarms; regularly lift very heavy weight.
  • Learn to maintain and repair plant mechanical, electrical and electronic systems, and piping and valves.

SELECTION PROCEDURE

 Written Examination (100%) 

The written examination may include multiple choice, true/false, fill-in, matching, and/or essay type questions directly related to the required knowledge and abilities for this classification.

All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met. Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.

MODIFIED AGENCY SHOP
