The current vacancy is in the Placer County Community Development Resource Agency, Administrative Division.
This recruitment will be used to fill promotional vacancies in various County departments as they arise, subject to specific position requirements and CEO approval.
The Community Development Resource Agency (CDRA) is an agency that oversees land development activities in unincorporated Placer County. These activities include environmental review, entitlement processing, building plan check and inspection, site improvement review (grading and improvement plans), review of projecting funding plans and assessing fiscal impacts on County facilities and services, long range planning programs and policy/program development on land use matters.
CDRA includes an administrative function and three divisions comprised of Planning, Engineering & Surveying and Building. In addition, CDRA provides geographic information system (GIS) support for the agency as well as other County departments and agencies. CDRA has 97 funded positions in FY 14/15.
A total of four budgets are developed including CDRA administration (including GIS and Information Technology), Planning, Engineering & Surveying and Building. CDRA Administration oversees a budget of over $22,000,000 for the four divisions that comprise the agency in FY 14/15.
CDRA Administration is also responsible for providing support on personnel actions, grant management and reporting, payroll, cost accounting, management of the County’s permit tracking system (PLUS), and coordination with CEO, the Auditor’s Office and other County Departments and Agencies on fiscal and personnel matters. Lastly, the Administrative and Fiscal Operations Manager plays a critical role supporting the CDRA management team on all administrative matters.
To plan, direct, manage and administer the fiscal, budgetary, and other administrative operations of a large, multidivisional agency or department or major, multiple divisions; to direct, organize, and manage the accounting functions supporting assigned fiscal/budgetary operations; to direct, organize, and manage administrative functions such as general information technology support and personnel liaison activities; to serve as a positive member of the agency or department’s management team and as such, participate in strategic planning, policy development, and legislative analysis; and to represent assigned agency/ department/divisions in a variety of external and internal contacts.
The Administrative and Fiscal Operations Manager job class recognizes positions that provide full line and functional management responsibility for employees within a work section and assume substantive and significant responsibilities for assigned agency or departmental and/or multi-divisional fiscal, budgetary, and administrative support activities. This classification serves as an advisor to the agency or department head/management team on complex financial, budgetary, and other relevant administrative functions.
This job class is distinguished from the Senior Administrative Services Officer classification by the size and complexity of the assigned agency/department’s employee population and its budget. This job class is distinguished from the Administrative Services Manager classification in that the latter has responsibility for the most complex and multiple budgets with a variety of different funding sources. The Administrative Services Manager also operates at the second level of supervision with direct supervision of supervisory positions and overall management responsibility for the work units being supervised. Positions in this job class may also direct and manage assigned programmatic and/or operational activities integral to the assigned agency/department’s responsibilities.
Receives general direction from an agency or department director or his/her designee.
Exercises direct supervision over supervisory, professional, technical, and clerical personnel.

Experience: Five years of increasingly responsible administrative work experience in budgeting, accounting, fiscal control and analysis, or comparable fields, two years of which is preferred in assigned or related area, and one year of which must have been in a supervisory capacity.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in public or business administration, government, accounting, finance, or a related field.
License or Certificate: May need to possess a valid California driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula by a panel of subject matter experts. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
