The Human Resources Division of the Department of Management and Financial Services is seeking a highly motivated, team oriented professional to fill the position of Business Analyst/HRIS (Human Resources Information Systems). This critical systems position will administer the technology component of all Human Resources related programs and initiatives to include Benefits, Recruitment, Learning Management, and Performance Management; maintain and support the HRIS and other technologies by serving as the day-to-day system administrator; and provide first-line technical support to system end users. Additionally, this position will manage and audit HR related data to ensure accuracy and perform data reporting and analysis. The position collaborates with the County’s centralized Department of Information Technology, Payroll, and outside vendors on various system issues. The Analyst will provide project management support for Human Resources initiatives, including technical support for the implementation of the County’s new Oracle Enterprise Resource System (ERP).
Requires any combination of education and experience equivalent to a Bachelor’s degree in Information Systems Management or related field with four years of directly related experience analyzing business processes and/or developing /maintaining a Human Resources Information System. Strongly prefer experience in a government organization with Oracle e-Business Suite (EBS) ver.12.1 to include Oracle HRMS (iRecruitment, Compensation Workbench, Advanced Benefits, Learning Management, Performance Management, Self-Service, Payroll, and Time Entry) and Oracle User Productivity Kit (UPK). Experience with relational database reporting tools, such as OBIEE, BI Publisher, AME, and COGNOS is also strongly preferred. Requires thorough knowledge of Excel, Word, and PowerPoint. Prefer professional certification as an Oracle EBS Certified Specialist, Oracle EBS Certified Expert, or Oracle EBS R12 Human Capital Management Certified Implementation Specialist. Also, prefer PHR (Professional in Human Resources), SPHR (Senior Professional in Human Resources), CCP (Certified Compensation Professional) and/or CBP (Certified Benefits Professional).
