The Loudoun County Department of Animal Services, located in Waterford, VA, is currently seeking qualified applicants for the position of Shelter Administrator. This is an exciting opportunity for a dynamic professional to work with a team of customer service and humane education staff who have established high standards of performance and have become one of the most progressive, publicly funded sheltering operations in the state. The Shelter Administrator is responsible for managing the department’s community outreach and marketing efforts, including maintaining the department's website and social media activities. The incumbent is also responsible for managing existing shelter programs and developing new initiatives, such as the Behavioral Program, one of our key programs, where assessments of animal behaviors are performed and socialization and enrichment plans to address the needs of animals housed at the Shelter are developed. The Shelter Administrator is responsible for researching public and private foundations for grant funding opportunities and managing all grant funding requirements. This position is expected to serve in the Emergency Operations Center for the County, and, in his/her absence, serve as the acting Department Director.

The successful candidate must: - demonstrate strong leadership skills that promote a positive, professional, and team oriented work environment; - work with staff at all levels to ensure a collaborative and supportive environment among the various divisions and sections within the Department; - will manage the shelter division’s administrative activities, including the annual budget, track effectiveness of key performance measures, develop and implement policies and procedures and provide reports on key statistical sheltering data; and will encourage creative and innovative ideas to improve methods of service delivery to the citizens of Loudoun County. Strong verbal and written communication skills are essential to this position, as is the ability to build positive working relationships with County and local government elected and administration officials, citizen groups, and the public at large. Additionally, the incumbent must possess a strong commitment to staff development and training, and be willing to serve as a Departmental representative to outside organizations at the local, regional, and state levels.


Any combination of education and experience equivalent to a Master’s degree in Business Administration, Community or Public Relations or a related field and 2 years related experience, including some supervisory experience. Prefer experience in an animal sheltering operation, veterinarian hospital or in a work-related field or in marketing and public relations. Must possess a valid driver's license.


Animal care is a physically demanding occupation, with the potential for exposure to infectious diseases, viruses, noxious fumes and chemicals, as well as risk of injury. A rabies pre-exposure vaccination series will commence immediately upon hire unless proof of prior vaccination is provided. May be involved in activities involving animal handling and care; as such, must be able to handle animals weighing up to and over 100 pounds and to lift animals weighing up to 75 pounds. Must have the ability to report to work during crisis situations as called upon, including evenings, weekends, and holidays, and be willing to serve as the department representative at the Emergency Operations Center during disaster/emergency events.


Candidate will be required to obtain certifications in Incident Command System 100 & 200, 300, 400, 700, and 800 within 2 years of employment. Successful candidates will undergo a criminal background check and physical examination, to include a drug screening.
