Description of Occupational Work

This class series uses two levels in the Agriculture, Natural Resources and Sciences occupational group, Natural Resources occupational series and describes scheduled or unannounced site visits for inspecting, monitoring, and evaluating a specific type of industrial, commercial, institutional, or municipal operation/facility. These activities are conducted to determine compliance with, or sanctioning under, federal and state environmental laws and regulations, and when applicable, environmental permits. Types of facilities and operations may include wastewater treatment facilities (industrial, commercial, and municipal); asbestos removal and demolition operations; motor vehicle emission inspection facilities; solid waste stream landfill intake operations;  air emission inventory reporting and others as determined by the Department of Natural Resources and Environmental Control.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Conducts random and scheduled on-site inspections of a specific type of facility or operation and equipment to identify or evaluate malfunctions or noncompliance.  Inspections may involve visual observation of facility operating conditions and/or sampling of emissions/effluents by manual or instrumental methods.
     
  • Analyzes the conditions surrounding malfunctioning facilities and equipment.
     
  • Reviews applicable owner/operator records to ensure completeness and accuracy. Resolves discrepancies with the owner/operator to maintain or achieve compliance.
     
  • Prepares reports, including evaluations, based on information and data gathered from site inspections, monitoring reports, or submittals by facility owner/operators.
     
  • Maintains awareness of changes in regulations and reporting requirements, technology enhancements, and advances in sampling and operating methods.
     
  • Reviews and evaluates reports that may include lab analyses to determine facility compliance. In the event of noncompliance, evaluate the facility's corrective action and may provide information to support enforcement actions. 

Levels of Work

Environmental Compliance Specialist

This is the first level.

  • Receives limited supervision from a technical superior. 
  • Provides superior with recommendations for correcting problems found
  • May be assigned to conduct a diagnostic evaluation or data review to assist in solving facility reporting or operational/mechanical/physical/biological/chemical deficiencies.
  • Contacts are with facility owners, operators, engineers, and managers to review equipment and operator performance, sampling and safety procedures, facility records, and reported data.

Senior Environmental Compliance Specialist

This is the second level.

  • Works independently and reports to a technical superior. 
  • Work assignments include complex facilities or operations. 
  • Conducts a diagnostic evaluation or data review to formulate recommendations for solving facility reporting or operational/mechanical/physical/biological/chemical deficiencies. 
  • Recommends to owners/operators solutions to compliance problems. This may require negotiating permit conditions while striking a balance between business needs and government regulations.
  • Can recommend adjustment or shutdown of a facility or operation when noncompliance poses an immediate threat to the public, plant workers, or the ambient environment because of exposure to hazardous substances or waste materials or there is reason to believe that the facility or operation is in direct violation of permit conditions. 
  • Meets with staff engineers, scientists and managers to review and comment on construction/retrofit plans, permit conditions, or regulatory drafts.
  • Participates with agency management in determining appropriate enforcement action.
  • Provides guidance and training to lower level Environmental Compliance Specialists.
  • May speak at public meetings or forums.

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA's listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.

  • Knowledge of the applicable principles and practices of environmental protection.
  • Knowledge of life/physical science and engineering as applicable to a specific type of facility or operation.
  • Knowledge of laboratory testing, analysis, and sampling methods related to specific types of facilities or operations.
  • Knowledge of the laws, rules, regulations, and permits applicable to a specific type of facility or operation.
  • Ability to develop reports.
  • Ability to communicate in technical terms with facility owners, operators, and engineering staff.
  • Ability to calibrate and operate portable instrumentation used during inspections.
  • Ability to use a personal computer and computer applications such as spreadsheets, databases, and word processing.
  • Ability to search and interpret applicable technical literature, regulations, and electronic databases.
  • Ability to interpret applicable data and/or laboratory analysis as it applies to proper facility operations.

In addition to the above knowledge, skills and abilities, the Senior Environmental Compliance Specialist requires:

  • Knowledge of hydraulic, mechanical, pneumatics or electronic devices applicable to specific types of facilities or operations.
  • Skill in technical report writing.
  • Ability to interpret technical issues for the comprehension of lay persons.
  • Ability to train lower level Environmental Compliance Specialists.

Job Requirements

JOB REQUIREMENTS for Senior Environmental Compliance Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in inspecting facilities to identify hazards, deficiencies, or permit violations.
  2. Six months experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  3. Three years experience in data collection which includes collecting, compiling and maintaining data from multiple sources such as files, records, databases, customers, staff or others.
  4. Six months experience in narrative report writing.
  5. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
