Under the authority of the Executive Director of the Criminal Justice Council, an incumbent in this class manages, directs, and designs criminal justice research studies and reports for the State. These studies and reports provide Delaware’s criminal justice system data on crime victimization, crime counts and patterns, prosecution, defense, judiciary, corrections, re-entry, and recidivism.
Nature and Scope
The incumbent in this class reports to an administrative supervisor. This class is responsible for providing objective and interpretive analysis of criminal justice data for the purpose of improving the effectiveness of policy-making, program development, planning, and reporting. Typical contacts include the U.S. Department of Justice, state agencies, local government agencies, the courts and nongovernmental organizations.

Recommends an annual research plan to the Director of the Office of Management and Budget and the Controller General for review and approval.
Plans, assigns, reviews and evaluates the work of employees at the Statistical Analysis Center.
Creates solutions to optimize the relationship between the research goals, designs, analytical methods, and resources with the availability and quality of criminal justice data.
Directs the content and layout of Statistical Analysis Center research reports, incorporates feedback from leaders in criminal justice, and revises and publishes reports for public consumption.
Coordinates findings and interpretations with the federal government, universities, and other states when conducting joint projects; presents findings to local, state, and national audiences.
Annually prepares legislative bill analyses for significant criminal justice policy proposals.
Testifies when requested by the Director; may be appointed or elected to serve on national and federal committees.
Supports and provides advice for enhancements and updates for the State’s criminal justice database programs; serves as an advisor for criminal justice agency database system enhancements.
Prepares the Statistical Analysis Center’s annual budget; manages expenditures within available resources.
Directs and coordinates the work and priorities of all Statistical Analysis Center projects.
Prepares federal grant applications.

JOB REQUIREMENTS for Director, Statistical Analysis Center Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher.
Three years experience in designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
Three years experience in public administration.
Three years experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
Three years experience in inferential statistics such as correlation, t-tests, f-tests or analysis of variance.
Three years experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
