The class incumbent is responsible for providing evaluation and monitoring programs in residential living areas to ensure adherence to ICF/MR (intermediate care facility/mental retardation) standards and facility policies and procedures for developmentally disabled clients.
Nature and Scope
A class incumbent functions under the direction of the Assistant Director of Residential Services and is responsible for overseeing program adherence to standards, policies and procedures for developmentally disabled clients through implementation of quality assurance systems in Residential Services staff consultation and instruction, and assisting residential program areas and units in self evaluation. In addition, an incumbent identifies and solves problems relating to program supervision and monitoring systems to insure effective and efficient provision of active treatment. An incumbent also serves as charge administrator during evenings and weekends in the absence of the facility head and other charge administrators.

Conducts evaluation and monitoring of programs in residential living areas to ensure adherence to ICF/MR standards and facility policies and procedures.
Reviews, oversees and evaluates habilitative plans and programs through observations, surveys and audits.
Provides consultation and instruction to facility staff and assists program units in methods of programming and self evaluation.
Serves as Administrator during evenings and weekends in the absence of the facility head and other charge administrators.
Assists in the development, planning and reviewing of residential service delivery systems, plans, procedures and policies.

JOB REQUIREMENTS for Developmental Disabilities Program Evaluator Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
Six months experience in program evaluation such as evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
Six months experience in recommending alternatives, improvements, courses of action and other changes based on findings.
Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, and physical and mental health treatment, prevention or rehabilitation.
Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in narrative report writing.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
