This class incumbent is involved in administrative work, developing directing and managing technical services and staff; administering department's capital budget; acting as chief technical advisor for the division and overseeing the review and approval operations of professional contracts, plans and specs for contractual renovations for all State Agencies.
Nature and Scope
This incumbent reports to the Director of Facilities Management and is responsible for planning, developing and directing Division's technical programs and projects including public works and architectual assessability; provide technical assistance to other state agencies and approve and/or negotiate all professional engineering contracts. Concurrently this incumbent assists the Director and Secretary in long range planning/capital improvements, cost estimating and deferred maintenance activities; as well as establishing division procedures for documentation and processing of fiscal, contractual and project plans and specification. Significant aspects of work in this class include: coordinating implementation of technical programs/projects with private and public sector; representing division at professional conferences/meetings and acting as liaison with the professional community, organizaions, municipalities, county, state, interstate and federal agencies.

Develop, guide and direct technical service staff.
Review and approve professional contract plans and specs for renovating; all state construction/renovation projects and negotiate bids.
Participate and administer the development of the Department's capital budget.
Direct specific engineering studies incorporating cost analysis, statistical design and data analysis.
Provide technical services to other agencies and departments involving construction and physical operations, space utilization, budgeting and problem analysis.
Act as expert witness for the Attorney General's Office on construction/engineering problems when required.

JOB REQUIREMENTS for Chief of Engineering and Operations Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Professional Engineering License.
Three years experience in construction project management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of construction projects.
Three years experience in interpreting national and local building and fire codes.
Six months experience in cost estimating.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
