Summary Statement

This class is responsible for the statewide inspections of licensees/registrants and other sites to ensure adherence to State and Federal Pharmacy drug laws and regulations.

Nature and Scope

The class incumbent reports to an administrative superior and is responsible for conducting statewide inspections at sites where drugs are dispensed, stored, manufactured, distributed, or administered. The work involves reviewing medical regulations and federal and state drug and pharmacy laws, rules and regulations.  Inspections include determining compliance with proper storage, security and accountability of narcotics and other controlled substances.  The incumbent provides direct pharmacist coverage to State institutions as directed by the pharmacist administrator. The incumbent may also assume the duties of the administrator position during the incumbent's absence.

  • Conducts statewide inspections at health care facilities pharmacies, practitioner offices, correctional institutions, distributors and manufacturers.
     
  • Reviews work of research pharmacy consultants in statewide public and private health care facilities.
     
  • Reviews work of researchers and pharmacy consultants.
     
  • Conducts follow-up inspections to ensure that corrective measures are taken.
     
  • Prepares a variety of related reports and recommendations for list of controlled substances and regulatory changes.
     
  • Provides interpretation and education information relative to State and Federal laws governing pharmacy services.
     
  • Provides pharmacist coverage in State pharmacies in cases of emergencies and/or staff shortages as required.

  • Ability to communicate effectively with a variety of health care professionals.
  • Ability to review and interpret medical records including nursing notes, drug administration and lab documents and records of researchers and practitioners (dentists, doctors, etc.)

Job Requirements

JOB REQUIREMENTS for Pharmacist Compliance Officer
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Delaware Pharmacist license or eligibility for a Delaware license.
  2. Six months experience in practicing as a pharmacist.
  3. Six months experience in interpreting state and federal pharmacy laws, rules, regulations, standards, policies, and procedures.
  4. Knowledge of dispensing procedures, drug distribution systems and contract requirements pertaining to pharmaceutical services.
  5. Knowledge of Pharmacy dispensing computer systems.
  6. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
