Summary Statement

A class incumbent is responsible for administering a variety of clinical and other services for either behavioral health treatment services state-wide encompassing mental health, substance abuse, and gambling addiction, and directing community mental health clinics, 24/7 mobile crisis intervention teams, detoxification centers, psychosocial/rehabilitation centers, eligibility services or TASC/court related programs; OR community health treatment services state-wide encompassing reproductive health, maternal and child health, TB, lead and immunization, WIC and community focused prevention programs, and directing northern and southern community health clinics, social service centers, public health nursing, quality assurance services, and community-based population-wide health promotion and disease prevention initiatives. 

Nature and Scope

A class incumbent reports to the Division Director and is responsible for developing, directing and managing fiscal, administrative and clinical operations of a community based system of care for clients receiving a variety of health treatment services.  A primary focus of this class is administering the integration of all services into a continuous, single system of care.  A significant aspect of work involves developing and managing program contracts and/or grants, program budgets and resources; developing quality assurance programs and methods of evaluation; eligibility determination; and utilization review.  Incumbents develop short and long range program plans, goals and directives that support the overall mission of the Division.  Provides guidance and direction among the various programs to develop consistent operating policies, procedures and professional standards that conform with state and federal requirements.  Incumbents in this class coordinate and oversee a variety of service activities incorporated within the community based system of care.  Incumbents also ensure management and other program staff receive specialized training in the assigned areas of treatment and in providing a continuum of services.  In addition, work includes facilitating the development of cooperative working relationships among providers, state agencies and the private sector.

  • Plans, directs and manages a comprehensive, community based service system state-wide for clients receiving behavioral health treatment services including mental health, substance abuse and gambling addiction; OR community health treatment services consisting of reproductive health, maternal and child health, TB, lead and immunization, WIC and community focused prevention programs.
     
  • Manages the integration of services to ensure clients moving from one provider to another receive a continuous system of care.
     
  • Establishes and oversees clinical operations and the delivery of services through administrative staff, ensuring consistency and conformance with all state and federal laws, rules, regulations, standards, policies and procedures.
     
  • Develops and implements programs, policies and procedures to meet client needs.
     
  • Manages contractual services; evaluates current services and operations to determine if revisions are necessary; recommends new and revised contracts.
     
  • Oversees and manages community based program budgets; plans and monitors allocations and expenditures involving state and federal funds.
     
  • Designs, reviews and revises quality assurance programs and methods of measurements for monitoring performance of programs; recommends corrective action plans to correct deficiencies and increase cost effectiveness.
     
  • Establishes short and long range program plans that integrate the role and responsibilities of each community based program into the overall mission of the Division.
     
  • Ensures management and administrative staff receive specialized training in delivery of treatment services to clients.
     
  • Serves on committees with relevance to the behavioral or community health system of care.
     
  • Develops and completes various reports in compliance with state and federal reporting standards.

Knowledge, Skills and Abilities

  • Knowledge of theories, principles, practices and techniques used in the field of community health services administration and supervision specific to either behavioral health treatment services, OR community-based health promotion, disease prevention, and social services.
  • Knowledge of quality assurance procedures and principles and practices of respective area of expertise such as psychotherapy and clinical psychopathology diagnosis and evaluation or community health assessment and improvement.
  • Knowledge of state and federal rules, regulations and procedures applicable to community based programs and services.
  • Knowledge of community health services and client needs assessment and care.
  • Knowledge of managerial and supervisory principles and practices.
  • Knowledge of methods and techniques of report preparation to include statistical reporting.
  • Skill in contract, budget and grant development and management.
  • Skill in behavioral or community health program design and implementation.
  • Skill in setting priorities, providing direction and support to specialized programs.
  • Skill in budgetary analysis.
  • Skill in applying policies and procedures of administration to the practical operation of the community based services.

  • Ability to coordinate services, and relate with people of various backgrounds, needs and professions.
  • Ability to provide direction and supervision to administrative staff with responsibility for providing a wide range of professional health services.
  • Ability to develop and update effective training and reporting procedures in order to provide maximum service to clients.

Job Requirements

JOB REQUIREMENTS for Director of Community Health Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher.
  2. Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Three years experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  4. Three years experience in developing policies and procedures.
  5. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  6. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
