Summary Statement

An incumbent in this class provides counseling and case coordination services for delinquent youth located in a residential treatment module within a secure facility.

Nature and Scope

A class incumbent reports to a technical superior and provides counseling and case coordination to youths assigned to the treatment module. Work includes acting as liaison between various social and educational services and overseeing the daily activities within a treatment module. Incumbents maintain contact with the courts and collateral agencies to provide information  and collaboratively plan for youths individual treatment programs and post release plan of services. In addition, an incumbent participates in the development and implementation of treatment plans by identifying problem areas, outlining problems to be addressed, objectives, methods to be used and anticipated results. Incumbents conduct individual and group counseling sessions which address the primary clinical, emotional and behavioral goals identified for designated youths. Incumbents participate in multi-disciplinary team meetings to provide input for individual case planning strategies for developing program services for the treatment unit.

  • Conducts interviews to obtain and evaluate youth's personal, family, social, psychological, delinquent history and institutional adjustment and recommends appropriate rehabilitative programs.
     
  • Develops treatment plans, as part of inter-disciplinary team, by identifying problem areas based on information obtained from youth's records.
     
  • Outlines problems to be addressed, objectives, methods to be used and anticipated results.
     
  • Obtains and coordinates services and resources needed to implement rehabilitation plans and objectives.
     
  • Conducts individual and group counseling sessions which address primary clinical, emotional and behavioral goals identified for youths.
     
  • Assesses youth's progress towards rehabilitation and institutional adjustment; evaluates information and prepares reports describing program participation, institutional adjustment and summary recommendation for or against discharge to aftercare.
     
  • Prepares and maintains social histories, classification reports, progress notes, discharge summaries and chronological records.
     
  • Oversees an assigned group of youth during education, recreation and work details activities.
     
  • Implements unit security procedures.
     
  • Assesses environment of the institution and responds with appropriate measures to assure a positive normative culture i.e., sensing mood of youth on the unit.

  • Knowledge of principles, practices and theory of child and adolescent developmental psychology.
  • Knowledge of the principles, practices, theories, methods and techniques of individual, group and family counseling.
  • Knowledge of individual and group behavior as it relates to the problems and behavior patterns of juveniles.
  • Knowledge of the methods and techniques of eliciting and evaluating sensitive information from persons of various social/economic backgrounds.
  • Knowledge of  services and resources available for treatment and rehabilitation of juvenile offenders.
  • Knowledge of the social, psychological and economic causes of behavior deviations.
  • Knowledge of casework principles and practices used in the preparation of service/treatment plans and management of a varied caseload.
  • Knowledge of security and safety procedures within the institution.

Job Requirements

JOB REQUIREMENTS for Youth Rehabilitation Treatment Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field. 
  2. Knowledge of case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual’s human service needs. 
  3. Knowledge of making recommendations as part of a client’s service plan such as clinical treatment, counseling, or determining eligibility for health or human services/benefits.
  4. Knowledge of behavior management such as understanding, explaining, describing and predicting behavior, studying the connection between behavior and its causes and identifying appropriate behavior modification strategies for individual situations. 
  5. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  6. Six months experience in narrative report writing.
  7. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
