The class incumbent is responsible for directing, planning and coordinating all treatment and security programs for a youth rehabilitation facility.
Oversees a staff of 5 managerial/administrative, 20 professional and 80 para-professional, clerical and/or labor/trades employees at a 24 hour facility.
Annual operating budget: 30-35 million dollars.
Nature and Scope
The incumbent in this class reports to the Director, Division of Youth Rehabilitation Services. Other staff reporting to this same superior are the Deputy Director, 2 Detention Center Administrators, Probation/Aftercare Administrator, Internal Affairs Officer, Maintenance Superintendent and Administrative Officer. The incumbent is responsible for overseeing the planning, development and implementation of programs for the care, custody and security and treatment of youths assigned to the institution by the Court system. Work includes formulating institutional policies, evaluating the effectiveness of security, counseling, recreational and pastoral programs and coordinating the educational program with central administrative staff. An incumbent develops long range plans for programmatic and staff changes, develops staff training programs and ensures adherence of staff to program objectives, department directives divisional policies and procedures and State/Federal rules and regulations. A class incumbent supervises staff in program operations and ensuring implementation of policies and procedures. In addition, the incumbent prepares estimated annual budget, monitors expenditures of current year's operating budget and represents management in the negotiation of labor contracts. A significant aspect of the work involves presenting the institution to community groups and promoting community involvement in institutional programs.

Manages and directs all institutional programs. Oversees the implementation of new/revised programs and operating procedures. Evaluates the effectiveness of same.
Ensures health, safety and welfare of all institutional residents by providing proper staffing and programs to meet the needs of students.
Provides guidance and direction to staff to ensure the proper training of employees and effective program operations.
Acts as liaison with community groups to present institution's goals, objectives and programs and to promote community involvement in institutional activities.
Prepares budget estimates and monitors expenditures to ensure operational cost do not exceed budget appropriation.
Represents management in the negotiation of labor contracts and/or resolution of grievances or employee concerns.
Works with parents and other interested parties to resolve problems and alleviate concerns regarding students assigned to the institution.

JOB REQUIREMENTS for Youth Rehabilitation Institution Superintendent Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Behavioral Science, Social Science, Business Administration or related field.
Three years experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
Six months experience in developing policies and procedures.
