Summary Statement

The class incumbent is responsible for supervising and directing professional program staff in the provision of program services, expansion planning and service implementation and improvement for the developmentally disabled in various regional community and day program settings.

  • Supervises 15 - 25 managerial, administrative and/or professional and 3 - 5 clerical personnel.

Nature and Scope

An incumbent reports to an administrative superior and is involved in supervising the implementation of staff case management duties and responsibilities, identifying and securing services to insure client placement is maintained within the community, assessing staff needs and providing on-going staff development to meet programming and staffing needs. An incumbent supervises the coordination of services and service delivery to/with natural families and state/private agencies. In addition, an incumbent monitors, evaluates and executes internal quality control procedures and develops and fosters inter disciplinary team functioning. Work includes monitoring and coordinating residential and day programs and professional services provided through contractual agreement with a variety of outside agencies to ensure agreed upon services are provided. A class incumbent also participates in divisional planning activities and the generation of policies and procedures and on task force committees and attends professional clinical meetings to assure services are provided as agreed.

  • Supervises staff development, case management and the execution of internal quality control procedures.
     
  • Participates in divisional planning activities and the development of policies and procedures.
     
  • Supervises the development, implementation and execution of an internal computerized data management system.
     
  • Assists in budget development, implementation, monitoring, cost projection, fiscal resource management and the prioritizing of purchasing requests.
     
  • Develops and promotes inter disciplinary team functioning process by directing subordinate supervisors through team meetings, case and peer reviews in the inter disciplinary team approach to client programming and other pertinent issues.
     
  • Participates on committees and in meetings to coordinate services and to enhance public awareness and support of programs.
     
  • Supervises the development, implementation and execution of an internal computerized data management system.

  • Ability to develop and maintain effective working relationships with community and agency resources, providers, staff, clients and general public.

Job Requirements

JOB REQUIREMENTS for Developmental Disabilities Regional Program Director
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  3. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  4. Six months experience in working with persons with developmental disabilities.
  5. Six months experience in interpreting rules, guidelines, standards, policies and procedures that govern the care of developmentally disabled persons.
  6. Six months experience in developing policies and procedures.
  7. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  8. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
