A class incumbent is responsible for planning, organizing, directing and overseeing the delivery of comprehensive day habilitative services for a population of developmentally disabled clients in a residential treatment setting.
Supervision of 5 professional and 50 paraprofessional and clerical staff.
Responsible for the delivery of day habilitative services to approximately 400 clients.
Nature and Scope
The incumbent reports to the Hospital Director and is responsible for directing most day habilitative program activities at a residential center. A class incumbent has full supervisory responsibility for program management and professional staff. Work includes directing the development, implementation and evaluation of comprehensive plans for day habilitative training. An incumbent is responsible for internal quality control evaluation systems based on concrete criteria for meeting program standards. In addition, an incumbent assures the protection of client rights, implements corrective action and conducts investigations of alleged violations. Work involves providing in-service training in areas of programmatic techniques, methods for skill training and behavior shaping, record keeping systems, data tracking, program evaluation and resource management as well as assessing clients' needs. The incumbent also submits budget requests, participates in agency planning and serves on major committees.

Supervises and trains subordinate staff involved in providing day habilitative training of developmentally disabled clients.
Provides for the protection of clients rights, conveys and promotes client rights and concept of normalization with staff and outside parties.
Identifies budgetary needs and submits requests for resources necessary to serve clients needs, coordinates and monitors the use of funds.
Interviews, hires, evaluates and trains program management and professional staff assigned to habilitative program.
Initiates administrative decisions based on applicable standards, regulations and policies.

JOB REQUIREMENTS for Developmental Disabilities Director Habilitation Services Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Six months experience in developing policies and procedures.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
