An incumbent in this class is responsible for the overall administration and coordination of staff engaged in providing individualized client services in a variety of settings such as clinics, community based agencies, field teams and schools.
Supervises the work of 30-50 direct care and clerical support staff.
Nature and Scope
A class incumbent reports to a County Health Unit Administrator and is responsible for ensuring appropriate and accessible services to clients seeking care through the Division of Public Health clinics, community based agencies, field teams and schools. An incumbent supervises staff engaged in the provision of services to clients/patients. An incumbent is responsible for making decisions affecting the day-to-day clinic operations that include personnel utilization, clinic scheduling, quality assurance, monitoring clinic activities and evaluation cost effectiveness of service delivery. In addition, class incumbents are responsible for the development and implementation of clinic policies and procedures and for identifying the target population and their needs. An incumbent manages the budgets of all clinic programs and activities to include identifying and addressing staffing patterns, evaluating cost effectiveness of service delivery and ordering of supplies. Work also includes developing and implementing surveys and other tools to assess and assure that clients' needs are successfully and adequately being met.

Manages clinic staff to ensure proper coverage for all services and adherence to service standards and policies.
Provides direction to direct care and clerical support staff in the maintenance of client records to ensure compliance with state, federal laws and clinic policies.
Conducts client, clinic and staff needs assessments and develops objectives, plans and evaluation techniques based on findings.
Manages client flow, continuity of care and appropriate flow of client information throughout the treatment teams and with other service providers.
Coordinates the design and development of surveys to determine problems and unmet health needs. Analysis survey information and makes recommendations.
Monitors clinic operating expenses to ensure they are in conformance with the clinic budget.
Assists in developing proposals for contractual services, operating agreements and public/private grants.
Prepares a variety of reports and maintains records on clinic operations/activities.

JOB REQUIREMENTS for Clinic Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Six months experience in developing policies and procedures.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
