A class incumbent directs the operation of a segment of a program unit responsible for a statewide mental health service.
Nature and Scope
An incumbent reports to an administrative superior. Incumbent has overall responsibility for a segment of a statewide mental health treatment unit. An incumbent plans, implements, coordinates and evaluates treatment services for the designated segment. A program unit might be, but is not limited to, any of the following: residential treatment centers, inpatient treatment, community-based treatment etc. Incumbent has fiscal responsibility for the segment, including securing funding to implement program goals. A significant aspect of this work is the development of program design and standards of measurements and procedures for program evaluation.

Develops and implements programming for child/adolescent mental health treatment.
Develops, administers and evaluates contracts for provision of mental health treatment services and monitors service delivery.
Assists in developing procedures and in the application of standards and measures for evaluation of program operation, and results to improve effectiveness and efficiency. Takes appropriate action to correct deficiencies noted.
Develops and maintains effective relationships with public and private agencies regarding the segment's treatment services.
Interprets laws, regulations and administrative decisions as they apply to the segment's services.
Prepares and administers budget for the specific program, insuring operation within budgetary constraints and submits to supervisor for approval.
Participates in meetings, task forces etc. and speaks before public groups on behalf of the unit/division.
Prepares narrative, statistical and court reports, as required, on treatment, site review and/or recommendations for further action.

JOB REQUIREMENTS for Mental Health Program Administrator I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
Three years experience in health or human services work which includes applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
Six months experience in contract management and control which includes ensuring compliance with terms of contracts; negotiating changes to existing contracts.
Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in narrative report writing.
Knowledge of health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Knowledge of treatment modalities and theories for mental health, drug or alcohol services.
Knowledge of developing policies or procedures.
Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
