Description of Occupational Work

This class series uses two levels in the Health and Human Services occupational group, Health Care Support Services occupational series and describes work that involves overseeing the operations of a center, providing quality programs that meet individualized needs such as social, personal, pre-vocational, vocational activities and coordinating transportation; ensures the safety and well-being of individuals who attend center programs.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Responsible for developing, implementing and maintaining a wide range of alternative day programs which focus on individualized social, personal, pre-vocational and vocational activities.
     
  • Orients and trains new staff, provides training to center staff in the methods and techniques of dealing with and caring for clients. Participates in ongoing staff development activities.
     
  • Adjusts staff schedules to provide for special coverage when necessary.
     
  • Coordinates transportation of clients to and from the center; reports vehicle problems and may arrange for back-up vehicles. Makes emergency arrangements for vehicle and clients due to breakdowns or accidents and assesses special needs and limitations of clients as related to transportation.
     
  • Plans routine and special events which include the development and supervision of decentralized community based program components, and assuring the safety and cleanliness of the center environment.
     
  • Conducts client evaluations and assessments to determine proper program placements; directs and guides staff in the implementation of goal attainment/service and behavior management plans.
     
  • Participates in various meetings regarding the operation of programs.
     
  • Prepares and oversees the preparation of various records and reports.

Levels of Work

Developmental Disabilities Center Assistant Director

This is the first level in the series responsible for assisting in the supervision of the overall operation of a center.

  • Reports to a technical supervisor.
  • Performs the full range of Essential Functions as described above.
  • Assists in implementing a wide range of alternative day program components for social, personal, prevocational and vocational activities.
  • Assists in developing program schedules and assigns staff to lead and conduct specific program activities.
  • Receives reviews and distributes contract work to staff; monitors contract work to ensure proper production techniques are followed; ensures contract deadlines are met.
  • May supervise subordinate staff, overseeing the day-to-day work of staff; oversees staff and individual's activities in fund raising events.

Developmental Disabilities Center Director

This is the second level in the series responsible for the overall operation of the center.

  • Reports to an administrative supervisor.
  • Supervision is exercised over at least two or more merit full time positions per the merit rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
  • Reviews and assists in the development of individual goal attainment/service plans to meet client learning needs. Reviews client program plans and progress notes, and observes individual and group training sessions for quality assurance purposes and to identify staff development needs.
  • Develops and organizes special events with include community based program components, center programs, and field trips; Responsible for developing community resources that can be utilized in implementing community based programming.
  • Arranges for and chairs annual conferences for clients who reside with natural families.  Oversees center's contracted facility services, notifies contractor of any problems and need for emergency repairs/services within scope of contract.
  • Develops CARF goals and objectives, documents completion of programs/activities to meet CARF goals and objectives.
  • Ensures activities comply with accreditation standards, Medicaid funding standards, safety standards, Department of Labor standards, and state and federal laws regarding individuals with disabilities.
  • Participates in meetings with residential service providers, interdisciplinary team, professionals, families, and other agencies to discuss concerns such as client needs, service coordination, and program development. Communicates client progress and problems to families/residential service providers and resolves problems related to client participation in program.

  • Knowledge of departmental, divisional and center policies and procedures.
  • Knowledge of the methods and techniques of planning and implementing habilitation training and activities programs for developmentally disabled clients.
  • Knowledge of CARF goals and objectives.
  • Knowledge of behavior management methods and techniques.
  • Knowledge of applicable state and federal rules and regulations governing Developmental Disabilities Programs.
  • Knowledge of principles and applicable regulations concerning environmental and vehicle safety.
  • Knowledge of the methods and techniques of developing program and work schedules.
  • Knowledge of the Department of Labor rules and regulations and Medicaid funding standards.
  • Knowledge of community programs and resources.
  • Knowledge of supervisory principles and practices.
  • Skill in implementing behavior management program.
  • Skill in implementing habilitation training and activities programs for developmentally disabled clients.
  • Ability to work effectively with adults with mental retardation.
  • Ability to assess situations and exercise good judgment in response to routine and crisis situations.
  • Ability to implement and evaluate appropriate vocational and paid work options/programs.
  • Ability to oversee the work of staff. 
  • Ability to provide in-service training to center staff. 
  • Ability to establish and maintain effective working relationships with staff and clients.


In addition to the above knowledge, skills and abilities, the Developmental Disabilities Center Director requires:

  • Skill in networking in the community to facilitate the development of community inclusion program components.
  • Ability to direct, counsel, train, motivate and evaluate staff.
  • Ability to establish goals and objectives for client learning and for overall program management.
  • Ability to apply organizational skills for client programming, staff scheduling, maintaining operations of center, and retrieving data for reporting purposes.

Job Requirements

JOB REQUIREMENTS for Developmental Disabilities Center Director
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in working with persons with developmental disabilities.
  2. Six months experience in developing, implementing, and evaluating programs that assist clients in developing functional, social, and vocational skills.
  3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in making recommendations as part of a clients service plan such as clinical treatment, counseling, or determining eligibility for health or human services/benefits. 
  5. Six months experience in narrative report writing.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
