The class incumbent is responsible for the management and supervision of all evaluation projects for the Department of Health and Social Services or the Department of Services for Children, Youth and Their Families.
Nature and Scope
The class incumbent an administrative superior and is responsible for the implementation of the Evaluation Policy, preparing guidelines, procedures and training for the evaluation process, as well as performing program evaluations where the programs cross divisional lines. Work includes developing computerized systems to meet the needs of specific evaluation projects and researching and developing policy, as a result of evaluation findings, for submission to the Cabinet Secretary and appropriate Division Head.

Supervises and manages all evaluation projects for the Department to determine whether programs are accomplishing Departmental goals in a cost effective way.
Insures that the evaluation process is in keeping with Department guidelines by approving the process or amending the procedure. Insures that the evaluations are carried out by the Divisions within required time-frame.
Performs evaluation studies in cases where program involves two or more divisions.
Insures that evaluation findings are adhered to by the contracting agency or state facility.
Researches and develops policy as a result of evaluation findings and submits to Division Head and Cabinet Secretary.
Serves as in-house consultant to all divisions providing information on how to design studies and reviews the evaluations to insure all areas of concern are covered.
Establishes training sessions for department personnel in evaluation skills and methodology.
Develops computerized systems to answer needs of the evaluation process.
Conducts special projects as assigned by Cabinet Secretary or members of executive staff.
Plans, assigns, reviews and evaluates the work of unit staff.

Ability to analyze reports, program plans, and policies.
JOB REQUIREMENTS for Manager Program Evaluation
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in program evaluation such as evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
Three years experience in recommending alternatives, improvements, courses of action and other changes based on findings.
Six months experience in inferential statistics such as correlation, t-tests, f-tests or analysis of variance.
Six months experience in descriptive statistics such as the mean, median, mode or standard deviation.
Six months experience in developing policies and procedures.
Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
