The class is responsible for directing a statewide program governing the licensure and certification of health care facilities.
Manages four contracts with funding from three sources.

Nature and Scope
This class functions at the administrative level overseeing the ongoing implementation of the statewide health care facility certification and licensure program. The incumbent report to an administrative supervisor and interacts with officials in the Department of Health and Social Services and with directors and official in other state and private agencies and organizations.The incumbent is responsible for the development, promotion and evaluation of programs. The incumbent supervises eighteen professional, technical and clerical employees and is responsible for the administration of four contracts totalling $650,000.

Directs statewide inspection team process, which involves scheduling annual inspections of Health Care Facilities, follow-up visits and responding to complaints.
Analyzes reports submitted by staff pertaining to approval of facility licensing; issues licenses and certifications.
Recruits, hires, trains and evaluates supervisory personnel.
Prepares annual operating budgets for unit, securing funds from three separate sources.
Conducts studies and prepares statistical data concerning health care facilities and personnel.
Writes and updates health standards, rules and regulations for Medicare/Medicaid for State Board of Health licensure and certification.
Provides educational materials and consultant services to health care directors and providers concerning management techniques and working within the regulations.
Testifies as a professional witness in court hearings or at the request of the Board of Health.

JOB REQUIREMENTS for Health Facility Certification Officer
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Business Administration or Health Science or related.
Three years experience in quality improvement such as evaluating the quality of services, identifying problems and needs and recommending corrective action and improvements to ensure optimum service delivery, goals and objectives are met and ensure compliance with applicable laws, rules, regulations and standards.
Three years experience in ensuring compliance with regulatory and accreditation standards for health care facilities.
Six months experience in budget development which includes analyzing financial data and making long and short range plans and projections.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Knowledge of writing and defending proposed legislation and regulations.
