Description of Occupational Work

This class series uses two levels in the Health and Human Services occupational group, Health Care Administrative, Non Medical occupational series and describes managing the operational, administrative, and program functions of state service centers in order to respond to and meet community needs and state and federal requirements.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.  Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Assesses and analyzes community needs, identifies needed services, recruits agencies to deliver services and negotiates service provisions with agencies. 
     
  • Conducts stakeholder mapping to identify community leaders to engage in the center. 
    Develops and facilitates focus groups consisting of legislators and representatives from schools, churches, businesses, civic organizations and non-profit groups to identify and meet community needs. 
     
  • Develops, evaluates, and manages programs including pilot programs to maximize use by clients and meet service needs. 
     
  • Develops, evaluates, recommends and implements new and revised operational, program, and safety/security policies, procedures and plans.
     
  • Manages a central intake function (pre-screening, assessment, and eligibility) to provide for service integration, coordination of client services, and client case management.
     
  • Supervises the work of state service center staff providing services such as emergency assistance, community resource assistance, rental assistance, utility payment assistance, housing energy efficiency assistance, kinship care assistance, diabetes medicine/supplies assistance, client transportation, and centralized clerical support.
     
  • Recruits prospective tenant agencies for the center, negotiates tenant contracts, allocates space for agencies’ use, performs maintenance inspections, oversees maintenance performed, interacts with contractors/vendors, implements preventive maintenance and security measures to ensure facility safety, security, and cleanliness for clients, center staff, and tenant agencies’ staff.   
     
  • Prepares grant requests, monitors expenditures of grants and funds from federal and community sources and the accounting and collection of fees/monies for clients in programs requiring client payment, solicits additional funding from current community partners when needed, identifies and obtains other sources for funding, and completes required financial reporting. 
     
  • Assesses and identifies needs, compiles cost projections and estimates, and drafts, justifies, recommends, and monitors the center’s operating budget including facility capital improvement monies. 
     
  • Conducts meetings with provider agencies and center staff to discuss problems and possible solutions and relay new and/or revised policies and procedures.
     
  • Reviews appeals from clients, evaluates all information, meets with clients, and makes a determination in accordance with applicable laws, rules, regulations, policies, and procedures.
     
  • Promotes programs/services by attending local health fairs, community events, and community organization meetings, and providing informational presentations.
     
  • Prepares reports and maintains and oversees maintenance of required records.

Levels of Work

State Service Center Administrator

This level is responsible for managing the operational, administrative, and program functions of a state service center.

  • Reports to a technical supervisor.
  • Performs the full range of Essential Functions.
  • Contacts include clients, legislators, contractors, vendors, representatives from public/private service agencies, schools, churches, businesses, civic organizations, and non-profit groups, and the public to explain programs/services, resolve complaints, discuss unmet needs, improve accessibility to programs/services for clients, relay new and/or revised policies and procedures, improve facility, and develop partnerships to strengthen service delivery network.

Regional State Service Center Administrator

This level is responsible for overseeing the operation of a group of state service centers in an assigned region.

  • Reports to an administrative supervisor.
  • Manages, directly and through subordinate State Service Center Administrators, professional, paraprofessional, and casual/seasonal personnel. 
  • Coordinates the provision of services among centers in the region in order to ensure the effective/efficient provision of services to clients.
  • Directs and coordinates the implementation of new and revised programs, policies, procedures and plans.
  • Ensures the provision of quality programs and services.
  • Participates in the annual strategic planning process formulating long and short range goals and objectives.
  • Analyzes and evaluates each Centers proposed operating budget including capital improvements. Develops, justifies, recommends, and controls budget including capital improvement funds for assigned region.
  • Identifies, recommends, and oversees service center renovation, new construction and/or expansion projects including meeting with architects, construction managers, designers and engineers.
  • Works with Center Administrators to assess staff training needs and to improve staff productivity. Works with senior management to obtain training services.

In addition to the above knowledge, skills and abilities, the Regional State Service Center Administrator requires:

  • Knowledge of managerial principles and practices.
  • Skill in coordinating and managing the operations of a group of state service centers on a regional basis.
  • Skill in coordinating and integrating the delivery of health and social programs/services by public and private agencies and community organizations to accomplish the agency’s goals and objectives.
  • Skill in developing, evaluating and implementing goals, objectives, programs, policies, procedures and plans.
  • Skill in interpreting, applying and explaining applicable laws, rules, regulations, policies, and procedures.

Job Requirements

JOB REQUIREMENTS for Regional State Service Center Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  2. One year experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  3. One year experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. Knowledge of health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  6. Knowledge of developing policies or procedures.
