This class is responsible for administering the operations and programs of the Office of Highway Safety.
Supervises 5 - 10 professional, technical, and administrative support staff and some seasonals.
Administers budget of 4 - 7 million which includes grants.
Nature and Scope
The incumbent in this class reports to the Cabinet Secretary, Department of Safety and Homeland Security. The incumbent is responsible for planning, directing and evaluating the operations and programs of the Office of Highway Safety. Work includes establishing goals and objectives, policies, procedures and programs. The incumbent represents the Office of Highway Safety at state and national conferences and serves on state and national committees, planning councils and task forces. Principal contacts are with federal, county, local and other state agencies, media, community groups, corporate/company officials and the public.

Plans, assigns, reviews and evaluates the work of subordinate personnel.
Develops, evaluates and implements new or revised programs, policies, procedures, goals and objectives to meet highway safety issues and ensure the compliance of state and federal requirements and efficiency and effectiveness of the Office of Highway Safety's operations.
Drafts legislation and reviews, evaluates and analyzes proposed and newly enacted laws and advises superior of feasibility of implementation and impact on current laws, regulations, policies, procedures, programs and operations.
Prepares, justifies and controls the Office of Highway Safety budget.
Monitors and evaluates highway safety projects/grants with state, county and local agencies by periodic activity reports and audit reports. Initiates action based on findings and recommendations.
Represents the Office of Highway Safety at state and national conferences, workshops and seminars and serves on state and national committees, planning councils and task forces.
Communicates with state, federal, county and local agencies, legislative officials, media, community groups, corporate/company officials, task force/committee members and the public to promote highway safety issues, resolve problems, interpret and explain laws, rules, regulations, policies, procedures and programs, acquire participation, increase public awareness, ensure compliance with requirements and goals and objectives.

JOB REQUIREMENTS for Director, Office of Highway Safety Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in grant management and control which includes monitoring and evaluating grant expenditures.
Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in behavioral highway safety programs which includes improving driver behavior and increasing occupant safety.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Knowledge of program administration such as overseeing and directing the development, implementation and evaluation of programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Knowledge of writing and defending proposed legislation and regulations.
Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
