A class incumbent is involved in complex electrical and mechanical maintenance work at the supervisory level insuring the safe, efficient and economical operation of electrical and mechanical equipment and systems at major state facilities.
Nature and Scope
An incumbent reports to a technical or administrative supervisor and is responsible for performing and directing the operations and maintenance of electrical, water, heating distribution and air conditioning systems; plans goals and objectives for workload and estimates and schedules time allotted for completion of tasks. Concurrently an incumbent plans and directs preventative maintenance program of mechanical and electrical equipment and works in conjunction with other personnel in the maintenance of State controlled property. Significant aspects of work in this class include maintaining maintenance and related records and report preparation; receive bids of cost estimates; make recommendations on electrical and mechanical projects and monitor contracted service and work progress.

Directs the operation and maintenance of electrical, water, heating distribution and air conditioning systems.
Analyzes technical problems of power, heating and air conditioning distribution, recommends economic and efficient utilization and purchase of electrical energy and plans for standardization of equipment and control systems.
Plans and supervises preventative maintenance program of mechanical, building and utility equipment.
Supervises maintenance personnel in servicing and repair of lighting, heating, air conditioning and other electrical and mechanical systems and equipment.
Maintains maintenance and related records and prepares reports.
Repairs and maintains proper operation of AHU units, HVAC units, cabinet and unit heaters, heat and chilled water pumps, gas fired boilers, water heaters and circulating pumps, wall heat and A/C units which includes motors, controls, bearings, valves, relays, thermostats, pneumatic controls and probes.

Knowledge of safe, efficient and economical operation and maintenance of heating, domestic hot water, air conditioning electrical distribution and drainage systems.
Knowledge of mechanical and electrical engineering principles and methods used in the design and operations of utilities systems, building equipment and control systems.
Knowledge of supervisory techniques.
Knowledge of methods and techniques of determining work priorities of electrical and mechanical maintenance and preventative maintenance.
Knowledge of the hazards and appropriate safety precautions of the trade.
Knowledge of safe efficient operation of life safety systems.
Skill in the application of standard practices, techniques, tools and materials for preventative maintenance and maintenance of electrical and mechanical systems and equipment.
Skill in determining cause of system and equipment malfunction and devise course of action.
Skill in directing the safe and economical operation of buildings and related equipment for operating personnel and comfort of tenant over 24-hour daily operation.
Ability to relate to people of diverse backgrounds and interests and to establish effective working relationships with administrators, subordinates, contractors and other personnel.
JOB REQUIREMENTS for Electrical and Mechanical Supervisor Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Delaware Limited or Master Electrician license or eligibility for a Delaware license.
Six months experience in HVAC/R installation, troubleshooting, and repair.
Six months experience in interpreting blueprints and schematics.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
