Summary Statement

This class is responsible for managing the Statewide operation for maintenance and repair of a large fleet of vehicles at two automotive shops for the Department of Correction.

  • Supervises 10-12 Correctional Officer/Automotive Mechanic personnel and 30-40 inmate workers.

Nature and Scope

The class incumbent reports to an administrative superior. Work involves planning, assigning, reviewing, and evaluating the work of subordinates. The incumbent also is responsible for analyzing departmental service operations and developing and recommending operational changes to ensure cost-effectiveness and efficient operation of motor vehicles. The incumbent is also responsible for the central repair shop and purchase of government surplus equipment.  The incumbent also does evaluations of shop operations statewide and making recommendations for effective utilization of manpower and equipment and to improve parts for stocking and procurement. The incumbent is responsible for monitoring the budget and for developing and negotiating contracts with other agencies and services. The incumbent also inspects vehicle equipment to meet federal and state safety and outside environmental control standards and regulations.

  • Monitors, evaluates and analyzes statewide vehicle maintenance operations by reviewing work orders, reviewing inventory, records systems maintenance programs and providing technical assistance, and ensuring compliance with regulatory requirements.
     
  • Plans, assigns, reviews, and evaluates the work of subordinates and inmates.  Advises staff on technical, legal, personnel or operational problems.  Provides training to staff in vehicle maintenance/repair.
     
  • Analyzes and makes recommendations regarding operating practices and procedures to include personnel, workflow, performance standards, purchasing of equipment and supplies to ensure a smooth and efficient vehicle maintenance operation.
     
  • Compiles and prepares productivity and status reports.
     
  • Participates in budget preparation by recommending personnel, equipment and supplies.
     
  • Provides top management with required reports, briefings, projections, forecasts, and recommendations on salvaging and purchasing of vehicles and parts.
     
  • Compiles and maintains records concerning service, maintenance, inspections, inventory and mileage of assigned vehicles.
     
  • Determines extent, location and priority for major repair work.
     
  • Maintain liaison with equipment vendors and manufacturers in order to resolve problems and keep abreast of new developments in the field.
     
  • Recommends equipment to be disposed of as well as new acquisitions.
     
  • Participates directly with the insurance carrier, makes arrangements for insurance claims, accident reports, incident reports:  coordinates with the insurance adjuster for any body work, parts replacement, or any other work generated from an accident.

Knowledge, Skills and Abilities

  • Knowledge of the principles, practices and techniques of the automotive mechanic trade.
  • Knowledge of the operations and repair of gasoline and diesel engines and related mechanical components, such as transmissions, hydraulic systems and exhausts.
  • Knowledge of motor vehicle laws, rules, regulations, and procedures including rules of the road pertaining to vehicle safety inspection and licenses.
  • Knowledge of recordkeeping and report writing practices and procedures.
  • Knowledge of policies/procedures regarding fleet management, records management, contracts and purchasing.
  • Knowledge of facility and departmental rules, regulations, policies and procedures.
  • Knowledge of the principles and practices of supervision.
  • Skill in organizing, directing and coordinating people and functions.
  • Ability to maintain and compile records and prepare reports.
  • Ability to identify problems and needs and recommend and implement effective solutions.
  • Ability to analyze, recommend and implement policies and procedures.
  • Ability to establish and maintain effective working relationships with vendors, inmates, subordinates, Department and other State agency personnel.
  • Ability to communicate effectively.

Job Requirements

JOB REQUIREMENTS for Correctional Fleet Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in repairing automotive vehicles and equipment which includes repairing or replacing alternators, wiper blades, fan belts, ball joints, spark plugs, lights ignition systems, clutches, brakes, or other related repairs.
  2. Six months experience in preventative maintenance on vehicles and equipment such as lubricating, cleaning, and servicing.
  3. Six months experience in record.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
