Summary Statement

A class incumbent monitors and ensures Departmental compliance with regulatory statutes regarding victim and community notification on behalf of the Commissioner of Correction. An incumbent also administers victims' services for the Department of Correction.

Nature and Scope

An incumbent in this class reports to an administrative superior and is responsible for developing, implementing and overseeing a program to ensure that the Bureau of Community Corrections and the Bureau of Prisons complies with the Victims’ Bill of Rights to notify victims, the public, State law enforcement, the Governor and the State Legislature of the status of offenders. Work includes advocating for victims of crimes by ensuring they are informed of the corrections process, notified of offender status and that both victims and their families receive support services.  A class incumbent is also responsible for developing and implementing program policies and procedures, preparing grant applications, providing staff training and ensuring staff compliance. A class incumbent chairs and participates on committees and task forces and coordinates program activities with other unit managers and State agencies, such as the State and local Police Agencies, U.S. Department of Justice, Delaware Attorney General and the Courts, to identify and resolve problems related to program implementation and operation.

  • Advocates for the victims of crime, ensuring they are informed of the corrections process, notified on offender status and receive support services and resources on behalf of the Commissioner of Correction.
     
  • Develops policies and procedures for implementation by all correctional institutions, probation/parole and supervised custody; interprets State and federal laws regarding victims’ rights. 
      
  • Establishes operating procedures for the timely and accurate distribution of information from all effected institutions and unit managers to Federal, State and local law enforcement as well as to victims and effected communities.
     
  • Coordinates the receipt of information from the courts, Attorney General, U.S. Department of Justice and DELJIS by the Department.
     
  • Coordinates the activities of staff assigned to regional and State citizen committees to ensure that projects are consistent with Departmental need; acts as liaison between community and criminal justice system to address issues and concerns.
       
  • Chairs and participates on committees and task forces to identify and define areas of non-compliance as it relates to victim and community notification; recommends solutions to problems pertaining to Department's compliance with applicable laws.
     
  • Prepares grant applications and proposals for federal and private funding to establish and maintain services for victims of crimes; monitors program compliance with grant requirements.
       
  • Provides advice and guidance in the area of victim advocacy, and communicates with victims, families, special interest groups and the public.

Job Requirements

JOB REQUIREMENTS for Victims Services Coordinator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. One year experience in developing and implementing criminal justice, correctional or victim services programs. 
  2. One year experience in interpreting victims’ rights laws, rules, regulations, policies and procedures.
  3. One year experience in developing policies and procedures. 
  4. One year experience in interacting with criminal justice organizations such as law enforcement, courts, corrections, parole boards, community groups, or local governments.
  5. Knowledge of grant management and control which includes monitoring and evaluating grant expenditures.
