Description of Occupational Work

This class series uses seven levels in the Public Safety occupational group, Protection and Security occupational series and describes work in the supervision, management and administration of the operations and programs of the State of Delaware correctional facilities. 

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Directs facility operations including overall management and administration of staff, offenders, equipment, and property of the correctional facility.
     
  • Plans, directs, coordinates and monitors the security operations of an institution ensuring polices, procedures, rules, and regulations are enforced.
     
  • Identifies and resolves institutional staff, program and/or operational problems consistent with departmental policy and procedures.
     
  • Receives and resolves employee grievances and complaints following departmental and institutional policies and procedures.
     
  • Regularly inspects facility for compliance with security and health procedures, regulations and requirements.
     
  • Interacts with a variety of agencies such as Probation and Parole, Courts, law enforcement, other correctional institutions, as well as inmates, public officials, visitors, media, family members of inmates, lawyers and legislators to resolve issues, modify or implement service programs.
     
  • Prepares and/or administers the budget.
     
  • Interprets applicable laws, policies, rules, regulations and operating procedures for employees and inmates; prepares directives on policies and operating procedures.
     
  • Supervises the preparation, development, and maintenance of official records and reports.
     
  • Investigates accidents, deaths and contraband seizures; collects and preserves evidence.
     
  • Responds to all disturbances and emergencies and takes immediate action to maintain order and avert crises, disturbances and riots at the facility.
     
  • Oversees the conduct of scheduled and unscheduled inspections of each duty shift to determine the security status of facility and overall effectiveness of programs.
     
  • Serves on departmental committees in various capacities. 

Levels of Work

 Deputy Warden I

This level assists the Warden with the daily operations of a correctional facility with an inmate population of more than 400 but less than 1,000.

  • Reports to a Warden and functions as a Warden in his/her absence.
  • Manages a security staff of 50-100 through subordinate supervisors.
  • Provides advisory/consultative services to the Warden in the development of institutional policies and procedures.
  • Oversees implementation.
  • Coordinates training needs of the facility with the departmental training program.
  • Ensures treatment and security programs and services are accessible to inmates and promote inmate development, institutional development and transition back to the general society.

 Deputy Warden II

This level assists the Warden with the daily operations of a correctional facility with an inmate population of more than 1,000.

  • Manages a staff of 175-425 through subordinate supervisors and managers.
  • Directs, through subordinate supervisors and managers, the safety and security functions of the institution. The size and organizational structure of the institution may require directing other program areas such as treatment, records or administrative support.

 Warden I

This level plans, operates and directs all administrative, security and institutional programs of a correctional facility or boot camp operation housing an inmate population of less than 125 of non-violent-first-time offenders, DUI offenders and offenders nearing the end of sentencing. 

  • Reports to an administrative or technical superior.
  • Manages a staff of 25-50 security, treatment, administrative, and contractual employees.
  • Directs the security and treatment programs with emphasis on eventual resocialization. Facilities at this level usually have one security level and limited programs for inmates.
  • Plans, organizes and directs the administrative and security program to include manpower, staffing, training, budget administration, inmate treatment and education programs, ancillary support functions and facility improvements.
  • Interprets and adapts departmental policy to meet facility and/or program requirements. Develops and implements facility policy and procedures covering all phases of the facilities' operations.
  • Promotes community understanding of the facility/boot camp program through news releases, speeches, guided tours, and other public relations activities.

 Warden II

This level plans, organizes and coordinates the daily operations of a community corrections center, housing/supervision of various levels of offenders who are actively involved in the community.

  • Manages a staff of 25-50 security, treatment, administrative and contractual employees.
  • Housing and/or supervision of 500-600 offenders, both male and female, in work release, electronic monitoring/ home confinement or supervised custody programs.
  • Ensures sentencing levels are maintained and resources in the community are monitored.
  • Develops and maintains a positive environment with the community through meetings, special community projects/committees explaining and promoting various programs, addressing concerns, and gaining the communities' support to consider offenders for possible employment.

 Warden III

This level plans, operates, and directs all administrative functions and institutional programs of a correctional facility housing 400 -1,000 inmates at all security levels.

  • Responsible for the full range of inmate security levels and multiple programs.
  • Manages a staff of 80-125 security, treatment, administrative and contractual employees.
  • Directs the security and treatment programs of all inmates with emphases on eventual resocialization or adaptation to institutional custody.
  • Oversees the development of institutional written policies and procedures covering all phases of institutional operations.
  • Develops and maintains plans for emergency situations.

 Warden IV

This level plans, operates, and directs all administrative functions and institutional programs of a correctional facility housing 1,000 -2,200 inmates at all security levels.

  • Manages a staff of 300 - 400 security, treatment, administrative and contractual employees.
  • Directs through subordinate supervisors and Deputy Warden, the security, treatment and administrative functions of the facility.

 Warden V

This level plans, operates, and directs all administrative functions and institutional programs of a correctional facility housing more than 2,500 inmates at all security levels to include planning and enforcement of orders of executions mandated by State law.

  • Manages a staff of 450-900 security, treatment, administrative and contractual employees.
  • Plans and enforces orders for all executions.
  • Directs the operation of a campus style correctional facility that presents added security concerns.
  • Directs all administrative and institutional program functions for the States largest penal institution.
  • Directs through subordinate managers and Deputy Warden, the security, treatment and administrative functions of the facility.
  • Plans, directs and supervises the procedures for and the enforcement of orders of execution to include but not limited to personally preparing the offender in regards to the sentence being carried out and security of the institution as it relates to witnesses, media, protestors, inmates and offender behavior during the execution.

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA's listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.

  • Knowledge of correctional/penal institutional policies and procedures including security, inmate treatment programs, and administrative/support services.
  • Knowledge of personnel management practices and human behavior to include criminal behavior.
  • Knowledge of the principles and practices of supervision.
  • Knowledge of custody and security standards, procedures and methods.
  • Knowledge of pardons, exchanges, parole services, and laws relating to criminal procedures in a correctional setting.
  • Skill in problem identification, synthesis, evaluation, assessment, and development of appropriate courses of action.
  • Skill in dealing with a variety of personalities and behaviors and eliciting cooperation in program accomplishment.
  • Ability to work under pressure and adapt to rapidly changing situations.
  • Ability to coordinate a variety of programs and projects, assess their effectiveness, and make necessary changes to achieve institutional/departmental goals and optimum results.
  • Ability to perform evaluative thinking and reasoning, develop appropriate courses of action, and select the most appropriate course to meet departmental policies and institutional program objectives.
  • Ability to analyze/interpret rules, regulations, policies/procedures, standards/objectives of the operations.

In addition to the above knowledge, skills and abilities, the Deputy Warden II requires:

  • Knowledge of principles and practices of budget preparation.

In addition to the above knowledge, skills and abilities, the Warden I requires:

  • Knowledge of institutional management practices, theories, and techniques.
  • Knowledge of a variety of human behavior to include deviant and criminal behaviors.
  • Knowledge of departmental and institutional policies and procedures, the state judicial and penal systems and appropriate inmate treatment resources and programs.
  • Knowledge of principles and practices of budget administration.
  • Skill in directing the security program of an institution, assessing potential risks to inmates, staff, and the community, and responding rapidly and calmly in emergency situations.
  • Skill in effective communications, public relations, and projecting program goals and objectives to all levels.
  • Ability to perform a variety of personnel/human resource management functions to include staffing determination, performance evaluation, labor-management negotiations, etc.
  • Ability to inspire the cooperation of subordinates, form proactive teams and accomplish program objectives and goals in light of strategic planning.

In addition to the above knowledge, skills and abilities, the Warden II requires:

  • Knowledge of Departmental and facility policies and procedures, the state judicial and penal systems and appropriate offender treatment resources and programs.
  • Knowledge of community resources and organizations.
  • Knowledge of state laws relating to how Department of Corrections may place, classify, commit, release and move offenders within the various security levels.
  • Skill in directing the security/treatment programs of a Community Corrections Center, assessing potential risks to offenders, staff, and the community.

In addition to the above knowledge, skills and abilities, the Warden III and IV requires:

  • Skill in directing treatment programs.
  • Skill in directing the security program of an institution, assessing potential risks to inmates, staff, and the community, and responding rapidly and calmly in emergency situations.
  • Skill in analyzing/interpreting rules, regulations, policies/procedures, standards, and objectives.

In addition to the above knowledge, skills and abilities, the Warden V requires:

  • Knowledge of execution policies, procedures, laws, rules, regulations, and orders for carrying out execution orders.

Job Requirements

JOB REQUIREMENTS for Warden I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in correctional administration which includes planning, directing, coordinating and monitoring security operations, administrative functions and institutional programs; establishes program objectives; plans short and long range program goals; develops, implements and enforces program policies, procedures, rules and regulations; provides advice to other agency organizational units through consultation.  
  2. Six months experience in representing an organization at interagency functions, community groups and legislative forums.
  3. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  4. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
