This class is responsible for managing a motor vehicle inspection facility.
Manages a staff of 30+ technical and clerical employees directly or through subordinate supervisors.
Nature and Scope
This class reports to the Division Director and is given direction by the Chief of Vehicle Services and Chief of Driver Services and Division Operations. Other positions reporting in at this level are Chief of Vehicle Services, Chief of Driver Services and Division Operations and data and financial managers. Incumbents are responsible for administrative work planning, implementing, directing and evaluating lane operations for vehicle inspections, titling and registration, driver licensing and improvement, facility/equipment maintenance and the receipt of revenue. Incumbents resolve complaints/problems from the public and employees. A significant aspect of the work is dealing courteously with the public in stressful situations when explaining ineligibility.

Monitors, evaluates, analyzes, plans and directs lane operations to assure accuracy and efficiency in all areas relating to licensing, titling, registration and inspection.
Participates in budget preparation by recommending personnel, equipment, maintenance, supplies, etc.
Plans, assigns, reviews and evaluates the work of subordinates; interviews and recommends hiring; commends and disciplines subordinates.
Interprets and enforces laws, rules, regulations, and procedures to staff and public; makes decisions in situations pertaining to inspection, registration, titling and licensing that are not covered by the Motor Vehicle laws or regulations.
Resolves problems/complaints pertaining to all areas of lane operations.

Knowledge of the state and federal motor vehicle laws, rules, regulations, policies and procedures governing safety inspections, vehicle emissions, titles, registrations, driver licenses, and driver improvement.

Knowledge of the principles and practices of supervision.

JOB REQUIREMENTS for Motor Vehicle Lane Manager Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in overseeing motor vehicle operations such as vehicle inspections, titling, registration, driver licensing, or facility equipment maintenance.
Three years experience in interpreting motor vehicle laws, rules, regulations, standards, policies and procedures.
Six months experience in narrative report writing.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
