Summary Statement

This class is responsible for managing the support services of the Division of Motor Vehicles.

  • Manages a staff of 9 - 11 professional, paraprofessional, technical and administrative personnel directly or through subordinate supervisors.
  • Annual operating budget for Support Services Section - 1 to 1.5 million.
  • Annual operating budget for Division of Motor Vehicles - 6 to 6.5 million.

Nature and Scope

The class incumbent reports to the Director, Division of Motor Vehicles. Other positions reporting in at this level are the Motor Vehicle Lane Managers, Chief, Vehicle Services and Chief of Driver Services. The class incumbent is responsible for the management and coordination of the purchasing/supply, facilities/fleet management, inventory control, records management, computer support and audit/revenue support functions of the Division. Work includes providing personnel services, coordinating and chairing labor/management meetings and preparing/controlling the Division's budget. The incumbent also is responsible for reviewing and analyzing unit operations, identifying/assessing needs and problems and developing, recommending and implementing operational changes.

  • Directs the support services of the Division which are purchasing/supply, facilities/fleet management, inventory control, records management, computer support and audit/revenue.
     
  • Plans, assigns, reviews and evaluates the work of subordinate personnel.
     
  • Reviews and analyzes unit operations, identifies/assesses needs and problems and develops, recommends and implements operational changes.
     
  • Analyzes, develops, recommends and implement policies and procedures to ensure maximum support to the Division.
     
  • Reviews, evaluates and analyzes proposed legislation to determine the impact on the unit's operations.
     
  • Coordinates, assembles and reviews Division budget requests, makes recommendations for modification for conformance with budget policy, economy of operation and needs of the Division, defends budget request before budget hearings/Joint Finance Committee and monitors the Division's budget.  Analyzes, develops, prepares and administers the Support Services budget.
     
  • Provides personnel services such as advising Division Director, Division Chiefs and employees on personnel rules, regulations, policies and procedures, coordinating, reviewing and signing EPPA's on all Division personnel, participating in interviewing process for division personnel, developing personnel policies and procedures, conducting administrative hearings, coordinating/chairing labor/management meetings, and participating in contract negotiations.

Job Requirements

JOB REQUIREMENTS for Chief of Motor Vehicle Support Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  2. Three years experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  3. Six months experience in managing support services such as mail operations, fleet management, commissary, laundry operations, food service operations, plant maintenance operations, graphics and printing, or materials management.
  4. Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
  5. Knowledge of developing policies or procedures.
