Summary Statement

The class incumbent is responsible for securing vendor contracts, interviewing potential vendors and monitoring existing providers for compliance with contract rules and regulations for the statewide Division of Public Health's WIC (Women, Infants and Children) program.
  • Approximately 160 vendors statewide.

Nature and Scope

The incumbent reports to an administrative superior and is involved in reviewing stores, determining demographic locations and conducting site visits for price listings and availability of authorized foods. Significant aspects of work in this class include: monthly reviewing of contract requirements and federal regulations; maintaining computer update on vendor's and program participators' files and providing accurate documentation on all contracted provider for use in court trials, fair hearings and civil right compliance reviews.  This incumbent is responsible for monitoring vendor sites, preparing input on Vendor Monitoring material for state plan and acting as division representative for USDA meetings and audits.

  • Reviews daily error listing and provides daily computer input regarding participants, vendor or voucher files.
     
  • Conducts vendor interviews for potential contracts for WIC program.
     
  • Reviews and monitors all contracts for compliance with agency, state and federal rules, regulations and standards.
     
  • Acts as program field representative providing vendor training and monitoring of contracted services.
     
  • Prepares and maintains reports, documentation, updates and files on all vendor activity as required by USDA and the division of public health.
     
  • Provides and reviews daily computer input regarding participants, vendors and voucher files.

  • Knowledge of State/Federal program rules and regulations regarding vendors and authorized WIC foods.
  • Knowledge of contents of vendor contracts and interpreting automated data reports.
  • Knowledge of WIC program data requirements for program contracts, court trials, fair hearings and civil rights reviews.
  • Skill in making on-site determinations, recommendations and suggestions.
  • Skill in automated data input and output.
  • Skill in training methods and effective projection of material.
  • Skill in accurate precise documentation and record preparation.
  • Skill in developing good working relationships with people of diverse backgrounds and interests.
  • Ability to work under pressure and meet deadlines. 

Job Requirements

JOB REQUIREMENTS for WIC Vendor/Field Representative
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in record keeping.
  2. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data. 
  3. Six months experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
  4. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
