The class incumbent directs the statewide activities of the equipment section providing programs for the acquisition, inventory, maintenance, and repair of all highway rolling stock and shop equipment.
Supervises 4 administrative and 4 trades employees.
Provides technical expertise to shops throughout the State.
Nature and Scope
The incumbent works under direction of the Assistant Highway Director - Operations and manages statewide programs in the procurement and inventory control of equipment, operation of the central repair shop, and purchase of government surplus equipment. The incumbent develops preventive maintenance programs for fleet equipment. Work also includes evaluation of shop operations statewide and making recommendations for effective utilization of manpower and equipment and to improve parts stocking and procurement.

Directs and monitors the development, maintenance, and review of inventory records systems and maintenance programs for department equipment statewide.
Supervises personnel responsible for engine, transmission, and vehicle component repair.
Evaluates shop operations statewide and makes recommendations for more effective utilization of manpower and equipment.
Provides technical assistance on difficult problems.
Lead member of equipment operators certification team which performs field tests to certify operators statewide.
Develops criteria and equipment specifications for future contracts.
Supervises a system for administrative control of 2,200 units of equipment assignments to provide equipment locations, identify numbers, maintains record files on all motor vehicle registrations, titles, and depreciation, operation and maintenance cost.
Determines extent, location and priority for major repair work.
Maintain liaison with equipment vendors and manufacturers in order to resolve problems and keep abreast of new developments in the field.
Evaluate the adaptability and performance of fleet equipment as well as market equipment available for purchase.
Recommend equipment to be disposed of as well as new acquisitions.
Develops and monitors preventative maintenance schedules for fleet equipment.
Administration of two pools of equipment available for statewide use.
Plays key role in development of training programs for equipment operators and mechanics

JOB REQUIREMENTS for Highway Equipment Manager Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in procurement services which includes purchasing goods and services in accordance with procurement procedures and contract specifications.
Six months experience in managing the acquisition, warehousing and distribution of fleet inventory.
Six months experience in managing an equipment fleet including preventative maintenance, inventory management, repair, and replacement.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Knowledge of using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
