This class series uses two levels in the Administrative Services occupational group, Legal Services occupational series and describes work regulating a variety of public utilities such as water, wastewater, natural gas, telecommunications, cable television, and electric. Work involves planning and recommending policy direction on regulatory and legislative matters before the Delaware Public Service Commission.
Essential functions are fundamental, core functions common to positions in the class series and are not intended to be an exhaustive list of every job duty for any one position in the class. Reviews each docket filed with the Commission to determine the policy direction for the Commission’s staff to address in the filing.
Provides technical direction and training to staff analysts, engineers, regulatory economist and other technical staff.
Participates in the development of work plans for utility docket filings, and manages the processing of staff’s technical analyses and recommendations.
Plans and recommends policy decisions affecting future changes in the regulatory environment at the state and federal levels.
Intervenes and participates in proceedings concerning regulatory matters at the federal level to address proposed rulings that affect the Commission.
Prepares and presents sworn testimony and memoranda at public hearings before Hearing Examiners and Commissioners with recommendations on assigned regulatory matters.
Advises utility companies of applicable laws, regulations and directives.
Represents commission staff at public meetings and legislative meetings on various regulatory matters to include public comment sessions, open forum meetings to resolve customer complaints or concerns, and proposed legislative matters.
Determines the need for and recommends changes in internal processes to maximize resources and increase efficiency.
Supervision is exercised over at least two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
Levels of Work
Regulatory Policy Administrator
This is utility regulatory policy administration at the full performance level.
Performs the full range of Essential Functions.
Reports to the Deputy Director.
Performs moderately complex utility regulatory policy administration which focuses primarily on interacting with state entities.
Contacts include the legislature, state and federal agencies, utility providers, the Public Service Commission, and the public for the purpose of presenting information and recommendations, answering questions and concerns, and resolving complaints concerning a variety of regulatory matters.
Senior Regulatory Policy Administrator
This is the advanced level of the class series assigned to plan and recommend policy decisions on the most complex energy issues. This level is differentiated from the Regulatory Policy Administrator level by its broader scope of interaction with and understanding of the regional and federal entities (e.g., the Regional Transmission Organization and the Federal Energy Regulatory Commission) involved in the supply, distribution, pricing, and regulation of energy.
Provides written and oral testimony to the Federal Energy Regulatory Commission.
Conducts technical econometric studies analyzing the impact of federal and regional actions on the retail rates charged to customers of regulated energy utilities.
Analyzes proposals for new electric generation facilities in the state to make recommendations to the Public Service Commission and other state agencies based on the impact of such projects on customer rates, the economy, reliability of service, and the environment.
Conducts studies to determine the competitiveness of retail energy markets and to develop rules facilitating competition in these markets.
Analyzes and oversees standard offer service electricity supply auctions as well as conducting audits and related proceedings concerning in-state energy providers’ legislatively mandated requirement to perform integrated resource planning.

JOB REQUIREMENTS for Senior Regulatory Policy Administrator Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Accounting, Business Administration, Business Management, Economics, Finance, Engineering, Mathematics or related field.
Three years experience in public utility regulation and rate determination which includes interpreting state and federal public utility laws (electric, telephone, gas, phone, cable, water) for activities such as rate base/rate of return regulations, tariff design and rates and services.
Three years experience in analyzing energy markets.
Three years experience in presenting and defending sworn expert testimony for public utility regulations.
Three years experience in developing public utility policies and procedures.
Three years experience in writing and defending proposed legislation and regulations.
Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
