Summary Statement

This class is responsible for the management of base technology for the Department of Health and Social Services.

  • Supervises technical experts in a 24 x 7 operation that provides for the installation and continuous support of all complex hardware/software associated with mainframe and client server platforms.
  • Manages, directly and through teams, a staff to provide expert service in all of the following technologies: Database Administration and Management utilizing the most complex products (e.g., Oracle, DB2, IMS), Disciplines (e.g., artificial intelligence, security), End User Computing (e.g., Word, Web browsers) and Middleware for statewide state of the art systems (e.g., MCI, DCIS II), Platform Technology (i.e., hardware and environmental software, e.g., operating systems, system utilities, storage management, system tuning), Profession Specific (e.g, CAD, GUI and GIS) and Technology Science (e.g., Systems Development Life Cycle, Electronic Data Interchange, Image processing).

Nature and Scope

Supervision is provided by the head of the DHSS IRM organization. Work includes responsibility for providing leadership and expertise necessary to plan, coordinate, implement and monitor the selection of technologies for managing information. Selections of technologies are performed in accordance with state architectural methodologies, policies and procedures. Incumbents are responsible for preparing and monitoring budgets, preparing management reports, maintaining state-of-art systems and planning for further requirements, through interaction with customers, clients, vendors and peers, and facilitation of teamwork, mentoring, and contract negotiation and resolution. Principal contacts are with DHSS Cabinet Secretary and Directors, Department of Technology and Information (DTI) Directors, State IRM Managers, vendors and other states' Information System managers.

Essential Functions

  • Determines long-range departmental goals and objectives with respect to DHSS computer architecture, required (mainframe to desktop) platforms and emerging technologies. Defines solutions for needed capacity increase of information technology hardware/software.
  • Develops standards and procedures to ensure hardware, software, database and other problems are handled effectively.  Evaluates and selects emerging technologies to enhance departmental standards.
  • Provides planning and coordination of base technology activities to provide for new or improved service levels to users.  Selects, acquires, implements and supports base technologies to maximize effective use and ensure the reliability, availability and performance of the various systems.
  • Directs, manages and coordinates the various skills of information technology staff. Ensures employee performance is maximized to provide effective and efficient operations.  Plans, assigns, reviews and evaluates work.  Provides adequate and related training for new hires and current employees to ensure maximum performance standards and needed resources are available within budget.
  • Coordinates activities within DHSS and with DTI to ensure the provision of integrated services to customers. 
  • Develops and monitors base technologies budget.

  • Knowledge of the concepts, methods and techniques of management, organization and administration.

  • Knowledge of the theory, components, configuration and operation of mainframe, large scale and client server and end-user platforms and their associated peripheral equipment.

  • Knowledge of a wide range of system software including knowledge of control programs controlling the operating system and database of applicable platforms.

  • Knowledge of the concepts, methods and techniques of systems analysis including information needs analysis, requirement analysis and design alternative analysis.
  • Knowledge of the principles, practices and techniques of budget preparation, analysis, administration and control.

Job Requirements

JOB REQUIREMENTS for DHSS Manager of Base Technologies
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  2. Three years experience in maintaining computer platform operations, components, configurations, and hardware and software functions for base technologies such as database software platform technology, disciplines, or technology science.
  3. Six months experience in conducting information systems needs and requirements analysis.
  4. Knowledge of selecting base technologies in accordance with architectural standards such as ANSI and CCITT.
  5. Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  6. Knowledge of contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  7. Knowledge of staff supervision of acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
