The incumbent in this class is responsible for managing and directing the Management Efficiency Unit within the Budget Office.
Nature and Scope
This class is advanced level administrative work planning and overseeing management efficiency studies intended to re-engineer business processes in State government. An incumbent in this class is responsible for investigation and analysis of state agency management and operations policies and procedures to identify areas conducive to management efficiency studies. The incumbent works closely with the Governor, his policy advisors and Cabinet Secretaries to establish priorities. A significant aspect of the job is managing various project teams and marketing the work of the unit to generate additional projects.

Directs, oversees and/or conducts management efficiency studies in concert with priorities established by the Governor's policy group and the Cabinet.
Directs and oversees project teams staffed by central and operating agency personnel utilizing the principles and practices of matrix management.
Investigates, explores and identifies areas conducive to a management efficiency study.
Assists state agencies in evaluating the feasibility of re-engineering business processes.
Develops, implements and refines a methodology to encompass project management and management efficiencies.
Prepares, or oversees the preparation of, project plans and reports.
Maintains continuous contact with other states and national organizations on management efficiency issues and re-engineering initiatives.
Provides management consulting services to state agencies to reduce the cost of outside consulting services.
Analyzes agency policies, procedures and activities and provides guidance in the development and implementation of solutions to management and service delivery problems/issues impacting agency operations.
Develop and implement a marketing strategy to encourage the use of internal management efficiency project team.

JOB REQUIREMENTS for Director of Management Efficiency Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
Three years experience in planning and conducting management efficiency studies which includes evaluating operations, programs, policies and procedures to reengineer business processes.
Three years experience in organizational analysis which includes the systematic study of organizational structures and processes.
Three years experience in policy analysis which includes analyzing policies to make recommendations on the development or modification of policies.
Three years experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
