A class incumbent is responsible for overseeing and participating in the determination of employer liability and assessment rates in accordance with unemployment insurance tax requirements.
Maintains and coordinates annual employer experience rating process for 15,000 employers.
Nature and Scope
A class incumbent performs with general supervision from the Unemployment Insurance Tax Accounting Manager and provides guidance to 1-3 employees. In addition to determining employer liability and assessment rates, the incumbent oversees and coordinates all data entry activities for the Tax Accounting Section. Work includes coordinating Status Determination Unit activities with those of the Accounts Receivable Unit, the Field Audit Unit, the Training Tax Unit and other state agencies. Other classes reporting in at this level include Accountants and Account Technicians. The incumbent has contact with employers and their representatives regarding unemployment insurance tax laws, forms and reporting requirements and resolves questions relative to determining tax liability, possible refunds and payment of assessment due.

Plans, assigns, reviews and participates in evaluating the work of subordinate staff responsible for determining employer liability and assessment rates to ensure that Status Unit activities are carried out in accordance with applicable departmental, state and federal regulations and guidelines.
Maintains employer related non-monetary information in the U.I. Tax Account Maintenance Subsystem data base.
Oversees annual computation and daily adjustment and computation of employer tax rates.
Develops and implements policies and procedures for status unit.
Participates with other management personnel in planning and implementing inter-state/division program and operational procedures by providing input on the feasibility of implementation and impact on status unit operations.
Acts as a technician with the typical duties of: determining employer liability for unemployment insurance tax, payment and wage reporting; reviewing and acting upon applications for transfer of experience from predecessor to successor employers; determining advisability of combining employer accounts for establishment of joint assessment rating;maintaining and coordinating annual employer experience rating process; maintaining and controlling the processing of arbitrary assessments; responding to inquiries from employers or their representatives; performing related duties such as participating in annual employer certification process.
Participates with data processing section in the development, implementation and maintenance of Status Unit program systems.
Maintains required records; prepares reports.

JOB REQUIREMENTS for Unemployment Insurance Rating Analyst II Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
Six months experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
Six months experience in accounting using Generally Accepted Accounting Principles (GAAP).
Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
Knowledge of creating financial reports which includes combining and presenting financial data from multiple sources in an organized format.
