Summary Statement

A class incumbent is responsible for implementing, enhancing and providing training for the Delaware Financial Management System, to include problem solving of a complex computerized accounting/financial management system.

Nature and Scope

This is advanced level financial management systems planning and development work which involves administrative and technical work implementing, enhancing and providing training in the State's financial management system. Work includes the analysis of specific fiscal functions or problems, developing viable solutions and providing instructions and training in complex, computerized accounting procedures to agency users. A significant aspect of the work involves dealing with diverse segments of state agency employees to implement system objectives, recommendations and directives.  The incumbent will provide advisory financial and system support services to ensure efficient and proper control of the State's accounting system, to include informal fiscal management instructional sessions with agency officials to acquaint them with the system's financial statements, policies, reconciliations, etc. In addition, the specialist will develop and maintain instructional manuals covering such areas as data entry, operating procedures and management guides and will prepare, test and evaluate operational forms to include instructions for completion and use.  Adaption of Generally Accepted Accounting Principles (GAAP) concepts to the state accounting system will be accomplished through coding changes to generate financial data and reports.

  • Provide technical and administrative support of the Delaware Financial Management System (DFMS) through the planning, development, implementation and enhancement of a complex computerized accounting system.
     
  • Ensure appropriate agency officials are  familiar with the operational and capacity aspects of DFMS through coordination and conducting of training programs.
     
  • Ensure DFMS systems remain on-line and operational through timely and accurate troubleshooting procedures.
     
  • Ensures all instructional manuals, coding sequences and access data are current, accurate and available to all assigned users.
     
  • Provides continual upgrading and enhancements to DFMS through testing and evaluation of new and revised computerized financial management techniques and methodologies.

Knowledge, Skills and Abilities

  • Knowledge of financial management system architectures, agency/school system business practices, central agency fiscal systems and policies, and legal requirements of the State.
  • Knowledge of accounting transactions to include payrolls, purchase orders, payment vouchers, disbursement checks and cash receipts.
  • Knowledge of tests and measurements, training material design and use, operation of accounting system and consequences of forms input to system.
  • Knowledge of document preparation, data entry and interpretation of financial statements as appropriate to the various agency/school departments.
  • Knowledge of computers and communications networking.
  • Knowledge of methods used to assemble, analyze and interpret financial data.
  • Ability to analyze and modify components of a complex computerized financial system.
  • Ability to plan, develop and conduct training programs.
  • Ability to select and adapt available training material and to prepare original material to meet training needs.
  • Ability to effectively analyze data and interpret results.
  • Ability to analyze complex accounting data and summarize into useful GAAP statements.
  • Ability to make effective representations to financial management personnel.

Job Requirements

JOB REQUIREMENTS for Financial Management Systems Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Experience in accounting which includes recording, verifying and reporting financial information using Generally Accepted Accounting Principles (GAAP).
  2. Experience in information system functional support which includes planning for informational needs to initiate system changes; developing user, operational and program documentation; coordinating, overseeing and participating in the testing of new/modified computer program enhancements by creating test data, analyzing the system's actions and determining critical system performance to ensure applications meet user needs. 
  3. Experience in financial analysis which includes compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning. 
  4. Experience in interpreting accounting or payroll laws, rules, regulations, standards, policies and procedures.
  5. Experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
  6. Experience in narrative report writing.
