THE POSITION

Under general supervision, plans, coordinates and implements the City's comprehensive aquatics program, utilizing a multi-use family aquatic center.  Schedules, trains and supervises the work of assigned part-time and temporary staff.  Performs a variety of clerical and administrative support functions. 

Incumbent may work irregular schedules including evenings, weekends, and holidays.

THE IDEAL CANDIDATE

  • Is organized and able to plan and coordinate aquatics programs and events.
  • Has experience hiring, training and scheduling staff and/or volunteers.
  • Communicates effectively with a wide range of people, solving problems and resolving conflicts diplomatically.
  • Is a motivated self-starter, with initiative and prior experience lifeguarding, water safety or swimming instruction.
  • Exercises independent, sound judgment in emergency situations, while remaining calm.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

Organizes, implements and coordinates activities and varied programs for a public aquatics facility used for instructional, community and recreational swimming.  Plans, organizes, and oversees special aquatic events and competitions.

Assists in hiring, training and evaluating assigned part-time and temporary staff. Orients new staff and develops staff schedules.  Instructs staff on proper work and safety procedures and ensures their compliance.  Provides required on-going training to staff.

Acts as information source regarding aquatics program and facilities.  Sends requested brochures, schedules and applications.  Refers inquiries to other City services as appropriate. Makes presentations, publicizes, and markets new and existing programs and special events.  Coordinates programs, activities, and schedules with local school, teams, clubs, and outside agencies.

Oversees registration process for aquatics programs.  Ensures accurate accounting of registration, rental, admission and concession funds and deposit of revenues.  Prepares reports on deposits.

Maintains facility records and prepares necessary reports.  Investigates complaints and recommends corrective action to resolve them.  Inspects facilities.  Documents water chemistry.  Acts as secondary lifeguard and instructor, as necessary.  Administers first aid and CPR as necessary.

Assists with sanitary control measures performing occasional pool maintenance clean up, and pre-measured chemical treatment in the absence of aquatic maintenance personnel.

Reviews and documents the progress and effectiveness of aquatic programs and activities.  Identifies opportunities for improving services and procedures.  Presents recommendations for additions, deletions, and revisions.  Justifies recommendations with appropriate data.

Provides input into the preparation of annual budget for program.  Monitors and accounts for assigned monies.  Initiates and coordinates the purchase of supplies and equipment.

Communicates with scheduled groups to confirm use of facility and identifies the needs of the user group.  Updates emergency and other pertinent information on a regular and as-needed basis.

Responds to and documents all incidents involving injury, behavioral problems, and/or unusual events.  Communicates occurrences to appropriate resources and supervisor.  Maintains records and files on participants in assigned programs and activities, and related records and documentation as necessary.

Researches and prepares various reports, publicity and statistical data. Promotes programs to the public.  Initiates and prepares brochures and press releases as directed.

Purchases and maintains inventory and supplies for program.  Monitor and assesses the condition of facilities regarding physical condition and safety.  Reports maintenance concerns promptly.  Initiates and coordinates repair of program equipment.

Performs related duties as assigned.

LICENSE/CERTIFICATES

License:  Depending on assignment, possession of a valid California Class C driver's license may be required.

Certificates: 

The following valid certifications are required at time of application submittal:

  • American Red Cross Lifeguard Training 
  • American Red Cross Lifeguard Training Instructor
  • American Red Cross Water Safety Instructor 

The following valid certifications are highly desirable at time of application submittal:

  • American Red Cross Lifeguard Training Instructor Trainer
  • American Red Cross Water Safety Instructor Trainer
  • American Red Cross Emergency Response Training (Title 22)
  • American Red Cross Emergency Response Instructor
  • Certified Pool Operator or Aquatic Facility Operator

MINIMUM QUALIFICATIONS

A combination of education, training and experience equivalent to completion of some college coursework in a related field, and two years of progressively responsible experience implementing services in the field of aquatics or recreation are required; OR in lieu of college coursework, a total of three years total experience as described above.

BENEFITS

Employment Information:  Right to Work:  Before employment candidates must submit documentation verifying legal right to work in the United States.  Background Check:  A pre-employment verification of background, references, and medical examination will be conducted.  A drug screening may be required for some positions.  Applicants for positions using City vehicles may be required to submit a DMV report.  Probationary Period:  Twelve months.

Deferred Compensation:  $442 per year will be matched in a 457 Plan.

Medical & Dental Insurance: Up to $628 monthly towards a selection of plans.  Medical insurance is effective the first of the month after date of hire.  Dental insurance is effective the first of the second month after date of hire.

Optional Benefits: $469 monthly, applied toward medical insurance premiums.  Cash-out option is not available.   

Vision Insurance: City paid coverage for employees and dependents.  Vision insurance is effective the first of the month after date of hire.

Life Insurance: City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.

Disability Insurance: City paid short and long-term disability coverage.

Retirement:  Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment.  Employees make a 7% member contribution.  Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency.  Employees make a 7% member contribution.  Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members.  Employees make a 6.25% member contribution.  Additional details regarding the City’s retirement plan will be provided to candidates during the job offer process.

Social Security: CalPERS members do not participate in Social Security retirement. Receiving a CalPERS benefit may affect your social security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov/form1945.

Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.

Annual Leave: 14.5 days per year, increasing to 24.5 days after 15 years service, for vacation or sick leave. Employees may use vacation after successful completion of probation.

Personal Leave:  27 hours per calendar year.

Holidays: 12 paid holidays per year.

Part-Time Benefits: Regular part-time employees receive insurance, optional benefits, vacation, holidays, sick leave and disability programs proportionate to their regular work hours.

Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution after completion of probation.

Direct Deposit: Paychecks are automatically deposited to employee accounts. 

Flexible Workweek: A 9/80 workweek is available for some positions.

Wellness Program: A comprehensive program is available, including on-site gym, exercise classes, downtown/beach walking routes, weight loss, and tips on nutrition and healthy lifestyle.
