Introduction

The Information Technology Department is seeking a customer service oriented Web Developer to join their Customer Outreach Team. This team is comprised of a diverse set of technical and business disciplines to assist in creating efficiencies and long term budget savings by transforming business needs through technology solutions.

This web developer position will be responsible for the rapid development and deployment of technical solutions to meet the City's business needs. The successful candidate will have excellent communication skills, and be a motivated team player who possess a deep understanding of current web technologies, has strong skills and experience developing rich Internet applications with responsive design in a Unix-based environment using PHP, MySQL, JQuery, AJAX, HTML, and CSS.

***The Information Technology Department is a 24/7 operation. The incumbent will be required to serve in an on-call status to respond to requests and emergencies after hours.***

General Description

This classification rapidly develops and deploys technical solutions.  Classification designs, develops, programs, and maintains web applications and web server infrastructure. Classification will administer, install, troubleshoot, and maintain web server software.

Essential Functions

This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.

Creates, enhances, or modifies complex web pages and web content utilizing web editors, generators, and graphical elements.

Analyzes, tests, and implements physical database design for the storage aspects of database objects.

Assists in the design, development, and implementation of usability testing practices and user interface best practices.

Conducts unit testing of system enhancements, modifications, application updates, and upgrades to ensure software meets vendor and customer specifications.

Performs routine maintenance tasks for web systems; backups, patch management, and hot fixes.

Develops rich Internet applications with a responsive design in a Unix-based environment using PHP, MySQL, JQuery, AJAX, HTML, and CSS.

Communicates with business and technical staff to elicit system requirements.

Applies technical expertise in a team environment to identify solutions.

Accurately estimates programming task effort and completion dates; creates project plans.

Designs, programs, and tests custom web-based programs.

Plans, analyzes, and implements web server software.

Creates, modifies, and records websites and documents.

Solves daily production system problems.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 years experience in web development, administration, and design.

Preferred Qualifications

Bachelor's or Master's Degree in the field of Information Technology, Computer Science, Management Information Systems or related field

Experience with MVC frameworks (e.g. CakePHP)

Experience with PHP based content management systems (e.g. Drupal)

Experience with user interface design Knowledge of Americans with Disabilities Act (ADA) compliant regulations

Experience in Linux systems administration

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board interview.   

Oral Board Interviews will be held: October 13, 2017.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 20% of your rating for education and work experience
  • 80% of your oral board interview   

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must upload your documentation as part of the application process or email it to Liliana.Almeraz@tucsonaz.gov. The DD 214 must be a copy that indicates characterization of service.
