The City of Tucson Information Technology (IT) Department provides centralized support for all departments within the City organization which serve the Tucson community. The diversity of business functions and supporting technologies makes for a dynamic work environment that is both challenging and rewarding. Public Safety which includes Tucson Fire and the Tucson Police Department, City Services such as Planning and Development Services, Environmental Services, and Water, and Organizational Support Services such as Finance, Human Resources and Procurement are examples of the business needs support that IT offers.
The IT Department is looking for a self-driven, solution and detail oriented dynamic team player with great technical and communication skills, willing to make a difference. This position requires strong administrative skills in the Oracle (11g and higher), and SQL Server (2012 and higher) environments. Candidates should have strong skills in structured query language (DDL and DML), experience with database backup and recovery methods, and an understanding of database design and performance tuning techniques and concepts. The ideal candidate will be able to communicate clearly with both technical and non-technical people, bridging the gap between business rule analysis and database development and implementation.
This position administers application system databases used to support the business service delivery of the City of Tucson. Implements and maintains database backup and recovery strategies, develops, documents and automates processes to promote information sharing between systems and conducts performance tuning to ensure that databases are performing at optimal levels. Actively participates in mentoring and knowledge transfer of new technologies and processes with DBA team members.
**The Information Technology Department is a 24/7 operation. The incumbent will be required to serve in an on-call status to respond to requests and emergencies occurring after normal business hours.**
Understands and adheres to sound relational design practices using defined City standards; reviews logical and physical database designs for proposed changes to existing databases or new project implementations.
Ensures that the City's data and databases are available, usable, and reliable through monitoring, following best security practices, and data integrity facilities.
Establishes and enforces policies and procedures related to database authentication, data access control authorization, and auditing of security practices.
Implements database software by installing and testing several database software products and upgraded databases; plans, implements, and maintains database backup and recovery strategies to protect the City's data and databases.
Provides daily operations support to existing applications systems databases; provides technical project team support for application systems modifications and/or development; develops and maintains appropriate documentation.
Proactively establishes optimum values for existing and newly installed systems to optimize performance; ensures that best practices are followed so that good performance will result.
Troubleshoots and corrects problems.
Follows best practices to optimize system performance.
Evaluates new database methodologies, version upgrades, and/or new implementation methods for planned upgrades, migrations, and regular maintenance; advises management of opportunities, changes, or alternative action to meet user needs.
Administers and controls data resources by working with outside agencies to make on-line information sharing possible; monitors and maintains security of databases and project schedules for assignments; provides instructions, prototypes of programs, training and technical assistance on timely accomplishment of tasks; documents procedures with complete instructions for back-up personnel; and coordinates schedules with other departments' schedules for assistance.
This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 3 years in database development and administration
Bachelor's degree in Information Technology, Management Information Systems or Computer Science
Master's degree in Information Technology, Management Information Systems or Computer Science
Advanced-level skills in Oracle 11g and higher and SQL Server 2012 and higher
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board interview.
Upon completion of all evaluation processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. This position includes support of Public Safety related systems therefore, the successful candidates will be required to pass an extensive criminal background check conducted by the Tucson Police Department as well as a polygraph examination. If you are selected as a final candidate for the Civil Service List you will be required to complete the Non-Sworn Questionnaire and successfully pass a Tucson Police Department Background Investigation.
Fingerprinting and reference checks may also be conducted prior to an offer of employment. Employment offers are contingent upon successfully passing any of the above requirements. An active Arizona Driver's license is also requirement while holding this position.

Creditable service does not accrue during any reemployment period.
