Utility Systems Compliance Specialist

Introduction

This is responsible technical and professional work at the Advanced Wastewater Treatment Plant (AWTP) Division.

Nature Of Work

The employee in this class is responsible for ensuring reliable access and reporting to regulatory agencies from all division computer systems at the AWT Plant Division. Under direction, the employee performs assignments of more than average difficulty requiring the exercise of considerable initiative and independent judgment. Work is reviewed through conferences; oral and reports and results obtained.

Examples of Duties

Monitors operational control systems and SCADA network operations and availability; notifies appropriate SCADA network service provider for outside assistance; follows-up to ensure proper correction of identified problems; maintains system database, logs, audit trails and reports.

 

Provides operational support to all division personnel for division-specific business applications; trains division personnel; maintains and upgrades all division-specific software; resolves connection problems; provides division-specific applications training and support; manages division–specific user accounts and system security, all in cooperation with T&I resources and in compliance with City standards.

 

Serves as divisional liaison with all regulatory and external support agencies; specifies and administers external service contracts; negotiates and administers service level agreement with Information and Technology Services.

 

Maintains service records; maintains database of repairs; analyzes information to develop recommendations regarding replacements; develops budgetary requirements for upgrades and repairs.

 

Maintains software licensing documentation; maintains physical inventory of spare parts, etc.; performs systems back-ups; maintains historical archives.

 

Extracts and exports data; develops reports to meet user needs; responds to data requests from external agencies; exports and imports data between internal systems.

 

Prepares quarterly performance report containing system availability, hardware and software failure and response times, projects, upgrades, software license status, , and system backup history.

 

Performs related work as required.

Knowledge, Skills & Abilities

Advanced knowledge of:  regulatory compliance and reporting; troubleshooting techniques utilizing VTS SCADA, HSQ SCADA, HSQ Miser, Open Text Exceed software and Open VMS operating system.

 

Intermediate knowledge of: VTS SCADA network protocols and equipment; division's third party software packages and operating systems.

 

Desirable knowledge of: city procurement system; city budgeting system.

 

Advanced ability to: work independently with division and contract personnel to connect instrumentation, sensors and other primary field devices and to configure those signal generating devices within the SCADA system.

 

Intermediate ability to: communicate with and train division personnel; analyze data and prepare recommendations; collect and organize data into coherent reports.

 

Intermediate ability to: configure, maintain and operate the RF telemetry equipment used to connect 220+ pump stations with the SCADA system.

 

Advanced ability to: determine compliance with all regulations contained in EPA 40CFR pertinent to the Operating Permits for the HFC AWT Plant.  These regulations include NPDES, Title V Air and Part 503 Biosolids operation, compliance and reporting requirements.

 

Advanced skill in: organization, communication and presentations.

 

Intermediate skill in: technical writing.

 

Accountabilities: quarterly performance report containing system availability, hardware and software failure and response times, projects, upgrades, software license status, and system backup history.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in science, engineering or related field and three (3) years of experience in wastewater treatment plant process control, maintenance and laboratory information systems or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid driver’s license is required.

Possession of a Florida Dept. of Environmental Protection Wastewater Operator ‘A’ license or comparable from another State required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
