Solid Waste Yard Operations Coordinator

Introduction

This is responsible work involving the coordination of activities related to the operations of a municipal sanitation yard.

Nature Of Work

The employee in this class is responsible for performing tasks of more than average difficulty involving a variety of activities in a municipal solid waste yard operation.  Under general supervision, the employee's responsibilities include oversight of the material and equipment storage and distribution facility, dispatching and vehicle washing functions.  The employee is also responsible for coordinating the assignment and availability of refuse collection vehicles and equipment for daily use.  Employee performs such tasks as ascertaining the operating condition of equipment, providing assistance in identifying cases of vehicle abuse and/or neglect by operators, and reviewing cost data submitted on vehicle repairs.  An important aspect of this job is the maintenance of accurate and complete records of work activities, to provide a basis for operations planning and management.  The employee is expected to exercise reasonable initiative and independent judgment in performing assigned tasks to ensure compliance with established procedures and instructions given.  Work is reviewed through conferences, reports submitted and results obtained.

Examples of Duties

Assists in coordinating the scheduling, routing and assignment of collection vehicles based on job priorities and vehicle and equipment availability; authorizes the towing of disabled and malfunctioning vehicles to repair facilities; monitors vehicle repairs and availability for re-entering into service; assists with route modifications and backfills to minimize customer impact of unplanned equipment issues; provides assistance in identifying cases of vehicle abuse and operator neglect; makes recommendations for altering preventive maintenance criteria on vehicles; revises maintenance schedules to assure sufficient availability of vehicles to cover department responsibility; recommends vehicle/equipment modifications, alterations, and replacement.  

Trains lower level employees engaged in performing such activities as tools issue and inventory, materials and equipment storage and distribution, warehousing activities and tracking of parts and supplies.  

Assists in establishing operating procedures and maintains various sets of inventory control records.  

Tracks and monitors equipment replacement cycles using the latest electronic software.              

Assists with vehicle and/or equipment acquisition specifications and related liaison with vendors. 

Provides oversight or serves as a liaison for contractors performing work for the department. Coordinates washing of sanitation vehicles; dead animal pick-ups and appliance removal activities; yard cleanup details and manual dumping of malfunctioning collection vehicles.  

Assist in coordinating the scheduling and performance of maintenance and construction work on department buildings and facilities.  

Conducts periodic inspections of department fire extinguishers and initiates refilling or repairs; prepares status reports on condition of extinguishers and actions taken to correct deficiencies identified.                

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of:  operation and care of vehicles and equipment utilized in refuse collection activities; vehicle maintenance scheduling techniques and procedures.

Working knowledge of:  route planning, scheduling and maintenance; construction, assembly and maintenance requirements of diversified refuse collection vehicles and equipment; materials, supplies, tools, and equipment stored and/or used in solid waste operations; clerical and financial records keeping as employed in warehousing operations.

Ability to:  plan, assign, and review the work of employees; understand, interpret and effectively carry out written and oral instructions; establish and maintain effective working relationships with employees, officials and others.

Minimum Qualifications

Graduation from an accredited college/university with an bachelor’s degree in public administration, engineering, automotive technology, business management or a related field and two (2) years of progressively responsible experience in a refuse collection operation environment or routing, customer delivery/pickup services scheduling experience; preferably experience in coordinating the maintenance and/or repair of refuse collection vehicles including six (6) months of experience in their maintenance and repair; or an equivalent combination of training and experience.  

Licenses or Certifications

Possession of a valid Florida driver’s license; 

A valid Florida Commercial driver’s license might be required. 

Ability to obtain NIMS levels 100 and 200 and HAZSWOPER Certifications within 1 year.  

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
