Nature Of Work

An employee in this class performs work of considerable difficulty in administering and enforcing building construction ordinances and regulations relating to the permitting and inspection of buildings, structures, improvements or accessories thereto, including maintenance, alteration, or additions thereto. Work is performed under administrative direction and requires a high degree of technical knowledge and the application of extensive initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Oversees building and site plan review, permitting and inspection processes for compliance with building codes, stormwater, transportation, zoning, and landscape codes; develops procedures for the issuance of electrical, building, plumbing, mechanical, landscape, transportation, stormwater, and zoning permits for all structures; develops procedures for the review process for building and site plans and the performance of field inspections to determine the construction projects proceed in compliance with applicable codes.

Assist development community in resolution of code interpretation, issuance of permits or certificates of occupancy; reviews code appeals when staff decisions are opposed by designers, contractors or others.

Confer with reviewers, inspectors and others to evaluate status of work projects and to provide guidance and direction on difficult review and inspection and/or code interpretation problems; reviews code appeals when staff decisions are opposed by contractors or others.

Meets with attorneys, architects, contractors, engineers, and developers regarding compliance with codes, building construction requirements, materials and practices; perform reviews or make inspections of building construction projects which may have difficult problems involved.

Produces activity reports for permits issued, plans reviewed, inspections made, and revenue generated; researches, formulates and drafts new and amended code provisions related to commercial construction.

Prepares reports and correspondence; assigns, develops, and evaluates employees; manages unit budget and work processes.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: all construction practices in the building industry, with particular emphasis on residential and commercial construction; Florida Building Code and other appropriate building, zoning, and related codes and ordinances.

Considerable knowledge of: modern management practices and procedures; application of data processing to office operations, including record maintenance; building and construction permitting software (Accela or similar)

Ability to: read and interpret building materials and construction standards, plans, blueprints, and specifications; enforce code requirements with firmness, impartiality, and effective public relations; plan, assign, direct, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials and employees, contractors, architects, engineers and developers, and the general public; plan, organize, and refine operating procedures; set clear objectives and measures and monitor process, progress and results.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a degree in civil, structural or construction engineering, architecture or related field and five (5) years of experience in duties related to commercial building construction, inspection and/or design, or in administration of regulatory controls relative to building construction including three (3) years of administrative and supervisory experience; or an equivalent combination of training and experience. Bilingual (Spanish) language skills preferred.

The ideal candidate will have demonstrated membership and participation in professional building official and building code organizations.

Licenses or Certifications

Possession of State of Florida certification as Standard Building Code Administrator, Building Plans Examiner and Building Inspector.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
